Research On The Stability Of Cooperative Relationships Among Stakeholders In PPP Projects From The Perspective Of Competition And Cooperation

Abstract/Summary:
As the public demand for infrastructure and public services grows and the government faces increasing financial pressure,the government urgently needs to solve such a dilemma through the PPP model,which can relieve the government’s financial pressure and provide increasingly convenient infrastructure and public services to the public through PPP projects.However,a single social capital often does not have all the professional skills required for the project,so it is necessary for social capital with different professional skills to form a consortium and participate in PPP projects together in the form of a consortium,i.e.the social capital party of a PPP project.Within the consortium,each social capital has complementary advantages and participates in the construction and operation of the project together in order to reduce the risks of the project and thus ensure the success of the PPP project.However,in the actual PPP project,the government and social capital,as well as the parties within the social capital party,often act opportunistically due to the pursuit of their own interests,resulting in the loss of the interests of other stakeholders in the project,which in turn leads to the stability of the cooperative relationship between the stakeholders of the PPP project,and ultimately leads to the failure of the PPP project.At the same time,there is not only a cooperative relationship among PPP project stakeholders,but also competition in the cooperation.Therefore,it is crucial to study the stability of the cooperative relationship among PPP project stakeholders in the perspective of competition.The research of this thesis mainly includes:Firstly,this thesis analyzes the cooperative relationship between project participants from the perspective of PPP project stakeholders.Through the analysis of the basic structure of PPP projects,the interests of the main stakeholders of PPP projects are discussed.Since social capital mainly pursues its own interests,while the government mainly represents the public’s interest aspirations.Under the relationship of competition and cooperation,the cooperation and competition among the stakeholders of PPP projects are analyzed separately,and the influencing factors that lead to the instability of the cooperation relationship are studied and explained in the light of relevant literature.Secondly,for the cooperation between social capitals,two representative ones,responsible for different tasks,are selected to study the influence of risk coefficient,discount factor,degree of mutual trust between partners and the degree of complementarity of knowledge skills of the two cooperating parties on the stability strategy of cooperation between them based on evolutionary game theory,under the perspective of competition,and combined with MATLAB for simulation.The results show that the larger the risk factor is,the more unstable the cooperative relationship of PPP projects is;the discount factor,the degree of mutual trust between the partners and the complementary degree of knowledge skills of the two cooperating enterprises have a positive relationship on the stability of the cooperative relationship of PPP projects,and in order to ensure their own interests,they will eventually make decisions that tend to cooperate.Thirdly,between the government and social capital,because the interests represented by the government and social capital are completely different,the decisions taken to deal with various uncertain risks are also different.The government displays the degree of trust based on the degree of supervision of social capital.The degree of trust of social capital in the government is determined by the government’s reputation.The government needs to screen social capital based on the project itself and its own cooperative demands,From the perspective of competition and cooperation,based on evolutionary game theory,this thesis analyzes the impact of risk coefficient,discount factor,trust degree of both partners,and complementarity of both partners on the stability of cooperation between government and enterprise.Finally,based on the results of the previous analysis,we determine the influence of different factors on the stability of the cooperative relationship between the stakeholders of PPP projects,and combine the obtained conclusions with relevant suggestions for maintaining the stability of the cooperative relationship,so as to ensure the success of the projects.
