As a pillar industry of the national economy, the food industry should comply with the national green development concept. However, from the reality, the market spontaneous regulation can no longer promote the healthy and sustainable development of green food,so how to use the "visible hand" of the government to promote its rapid development has caused public thinking. For one thing, there’s a phenomenon of forgery, impersonation, and abuse of green food labels in the market, which leads to insufficient internal and external motivation for the expansion of the green food consumption market. For another, government supervision is weak and the system still needs to be improved. The relevant policies that have been implemented are mainly market regulation, green food certification and other command-and-control policies, and the implementation of market incentive policies is insufficient. Therefore,it’s of strong practical significance to explore how to use market mechanisms to formulate policy portfolios to better promote green food development. As subjects with heterogeneity and self-adaptation,producers and consumers have uncertainty in their behavior decisions and interactions under policy guidance.Computational experimental methods can simulate the heterogeneous decision-making of subjects, reflect the evolution trend of micro entities through macroscopic phenomena, and observe and predict the effects of different guiding policies.Considering that the effective promotion of the simultaneous development of green food production and consumption requires the guidance and regulation of various policies, this study constructs a computational experimental model consisting of government, producers and consumers and proposes targeted guidance suggestions for green food development,so as to better promote green development in the food sector. This study firstly defines the concepts of green food, food greenness, green production and consumption,command-and-control policies and market-incentive policies.Secondly, the influencing factors of green food production and consumption are analyzed, and the influence of different types of policies on green food production and consumption are summarized.Subsequently, the complexity and mechanization of green food production and consumption is analyzed. Finally, computational experimental models for the evolution of green food production and consumption in the context of command-and-control policies and policy combinations are constructed. The participating subjects and their interactive behaviors are simulated based on the Repast Simphony platform using object-oriented programming technology. The experimental parameters are given to explore the evolution laws of green food production and consumption. The main findings of this study are as follows:(1)Under different policy attribute scenarios, there is an overall convergence effect in the production and consumption of green food in the market due to the existence of inter-subjective learning and imitation behaviors in the decision-making process of each subject, resulting in an overall stability characteristic.(2)Under the command-and-control policy, the increase of three attributes of policy enforcement frequency, penalty intensity, and sampling scope can slightly promote green consumption through production, but excessive attribute values are likely to lead to continuous pressure on the market.(3)Command-and-control policies have a significant impact on green food production, but the fluctuations in the number of consumers’ different purchasing categories of food are very limited.(4)The addition of market-incentive policies can significantly influence the attributes of consumers’ environmental awareness, and effectively regulate the production of low greenness food. But it also make the market tend to develop into an oligopolistic market.(5)Under the guidance of command-and-control policy and market-incentive policy, the increase of policy implementation frequency, incentive and publicity and optimization has an impact on green food production and consumption. But there’s an effective range of all three attributes.
