Small and micro enterprises play a crucial role in the national economy and social development,and are the fundamental force to alleviate employment pressure and achieve social stability.However,there is a significant gap between small and micro enterprises and large and medium-sized enterprises in terms of scale,profitability,and survival ability,especially in terms of weaker risk resistance.Small and micro enterprises are the main carriers of employment,and the social security participation rate and level of their employees play a more stabilizing role in society.The 14 th Five Year Plan for Social Security in G City proposes that by 2025,the participation rate of basic pension insurance in G City will reach 99%.The reality is that small and micro enterprises in G city have a certain level of insurance awareness,but there is still room for improvement.Although the social insurance system and collection and management process in G city are relatively complete,there is still a gap between them and the expectations of the payers.Therefore,in-depth analysis of compliance in small and micro enterprises has important practical significance for serving the development of small and micro enterprises and safeguarding the rights and interests of employees in these enterprises.This article focuses on the main body of small and micro enterprises in G city.By analyzing the current situation of social insurance fee compliance,the article focuses on issues such as asymmetric payment information obtained among the social insurance fee collection entities of small and micro enterprises in G city,insufficient horizontal cooperation between tax departments and relevant departments,and weak information construction.The distinct characteristics of small and micro enterprises lead to compliance non-compliance,rational game among taxpayers leads to substitutional non-compliance,and lack of policy awareness leads to ignorant non-compliance.In terms of pressure non-compliance caused by high burden and habitual non-compliance caused by insufficient optimization of policy environment,indepth analysis is conducted on the reasons for the compliance of social insurance premiums in small and micro enterprises.Targeted measures are proposed to further improve the level of comprehensive governance,build a collaborative social security fee collection ecosystem,and enhance the recognition of policy values.
