| As a strong force in the market economy,the number of small and micro enterprises has been increasing year by year,playing a very important role in easing the pressure of social employment and promoting high-quality economic development.However,as the number of people employed by micro and small enterprises continues to increase,how to effectively protect the legitimate rights and interests of employees and ensure that they can enjoy social security benefits in a timely manner has become an important livelihood issue of widespread social concern.In the context of the reform of the tax and fee collection and management system,the current situation of the collection and management of social insurance premiums for micro and small enterprises is studied,and the problems that exist in the process of collection and management are analysed in depth to explore effective ways to improve the quality and efficiency of the collection and management of the taxation department,which is conducive to safeguarding the safety of social security funds,ensuring social stability and holding the bottom line of people’s livelihood.By selecting District D of City Y,a typical area of the reform of the collection and management system,as the scope of the study,the social insurance premium collection and management of micro and small enterprises is studied,and efforts are made to improve the quality and efficiency of social insurance premium collection and management in this area,in the hope that it can provide reference experience for the social insurance premium collection and management of micro and small enterprises in other areas,and play a positive role in promoting the realization of the national integrated management of social insurance premiums.In this paper,we analyse the current situation,identify the problems,find out the causes and propose countermeasures,and study the problems of social insurance premium collection and management of micro and small enterprises in District D of City Y.Firstly,the current situation of social insurance premium collection and management of micro and small enterprises in District D of City Y is analysed;District D of City Y mainly adopts the dual-track operation mode of "social insurance approval and tax collection and management",and the taxation department adopts such means as collecting and managing social insurance premiums and taxation business together,building a "grid-based" management service platform and implementing data signal management.The taxation department has continuously innovated its work and improved the efficiency of social insurance premium collection and management by adopting such means as collecting and managing social insurance premiums together with taxation business,building a "grid-based" management and service platform,and implementing signalized data management.Secondly,the problems and causes of the collection and management of social insurance premiums for micro and small enterprises in District D of City Y.The problems in the collection and management of social insurance premiums for micro and small enterprises in District D of City Y mainly focus on the lack of implementation of policies,the lack of taxation supervision advantages,the lack of efficiency in the actual collection and management,and the lack of recovery of outstanding fees.Through an in-depth analysis of the reasons behind the problems,it was found that ineffective publicity,poor collection processes,poor information technology and ineffective enforcement measures were the major reasons affecting the quality and efficiency of social insurance premium collection and management for micro and small enterprises.Finally,the ways to improve the quality and efficiency of the collection and management of social insurance premiums for micro and small enterprises in District D of City Y are discussed.From the perspective of business operation,process management and policy implementation,we propose measures and methods to optimise the collection and management of social insurance premiums for micro and small enterprises in District D of City Y,such as optimising the environment for participation and payment by micro and small enterprises,improving the management mechanism for increasing the rate of social insurance premiums,improving the quality and efficiency of social insurance information data transmission,and strengthening the supervision and management of arrears recovery. |
