| Industrial parks play a key role in the process of Vietnam’s innovation and opening up,providing a platform and window for Vietnam to undertake the transfer of manufacturing industry worldwide,develop export trade,increase employment,attract foreign direct investment,and implement special economic and administrative policies.The development effect of industrial parks is directly related to the quality of industrialization and urbanization in Vietnam.The rapid development of industrial parks in Vietnam also exposes the integration of production cities,such as the imbalance of industrial structure,increasing pressure on ecological environment and low land use efficiency,which is not conducive to the high-quality development of industrial parks.As an important industrial manufacturing base in Vietnam,Bac Ninh Province is a typical case and research window for the development of industrial parks in Vietnam.This study takes the industrial park in Bac Ninh Province of Vietnam as the research object,and evaluates the industry-city integration development level of Bac Ninh Province based on the job-housing balance theory,Weber’s location theory,and industrial agglomeration theory.Firstly,this study summarized the current situation of industry-city integration of industrial parks in Bac Ninh Province by inductive analysis.Then,the panel data of the 10 industrial parks that have been completed and put into use in Bac Ninh Province from 2019 to2021 were used to construct a system evaluation index system of spatial integration,industrial integration,population integration and functional integration.Based on the entropy method and coupled-coordination degree model,the industry-city integration development level of Bac Ninh Province and its industrial parks was calculated.The results showed that:(1)The coupling coordination degree of industry-city integrated development of industrial parks in Bac Ninh Province of Vietnam increased from 0.5155 to 0.6114 during 2019-2021,and the development level changed from barely coordinated development to primary coordinated development level;(2)Influenced by the low level of the comprehensive index of industrial integration,4)insufficient coordinated development of the system,which has not formed a development pattern in which system elements complement and promote each other.Therefore,the improvement of coupling coordination degree of industrial park integration in Bac Ninh Province mainly depends on the improvement of coupling degree,and the role of coordination degree is relatively small.(3)The coupling and coordinated development of all industrial parks is stratified obviously,among which Xianshan industrial park,Guiwu Ⅱ industrial park,Shuncheng Ⅱ industrial park,Anfeng 2C industrial park and Huazhong industrial Park are still in the barely coordinated stage;(4)The main factor causing the low level of industry-city integration development comes from the backward development of industrial integration elements.Specifically,different industrial parks have different degrees of limiting factors in spatial integration,population integration and functional integration.Based on the above findings,this study proposes four approaches for the integrated development of industry and city in Bac Ninh Province,including:optimizing the spatial utilization structure,enhancing the industrial development benefits,improving the quality of the developing population,and improving the urban function system. |
