The successful signing of the Regional Comprehensive Economic Partnership(RCEP)has brought new opportunities for economic cooperation between China and other RCEP members,especially in agricultural export trade and two-way international investment.The 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of the 2035 Vision Goals and the Report of the 20 th National Congress of the Communist Party of China clearly point out that in the future,we need to strengthen research on technologies for improving agricultural varieties,make efficient use of global resource factors and market space through high-level two-way investment,and accelerate the pace of building China into an agricultural country.Therefore,this paper fully responds to the country’s policy calls on international investment,agricultural development,and the improvement of agricultural export technology and quality,and fully combines the background of the entry into force of the RCEP agreement to discuss in detail the influence of two-way FDI between China and other RCEP member countries on the improvement of the technical complexity of China’s agricultural export.Help optimize two-way international investment between China and other RCEP member states,and promote our agricultural product export technology and quality.Based on the panel data of RCEP member countries(excluding Laos and Myanmar),the export technology complexity index proposed by Hausmann was used to measure the technical complexity of agricultural products export,and the influence of two-way FDI between China and RCEP member countries on the technical complexity of China’s agricultural products export was empirically studied by combining static and dynamic methods.According to the static empirical results,both China’s FDI and two-way FDI interaction in other RCEP member countries can significantly improve the technical complexity of China’s agricultural exports,while the FDI in other RCEP member countries has a significant negative effect on the technical complexity of China’s agricultural exports.The interaction of FDI with the more developed and less developed RCEP countries has a different effect on the technical complexity of agricultural export.According to the dynamic empirical results,OFDI can improve the technical complexity of Chinese agricultural exports in the long run,and the promoting effect is first increased and then decreased.In the short term,foreign direct investment inhibited the increase of technical complexity of agricultural products export,and the inhibitory effect showed an up-down trend of increasing first and then decreasing.At present,China still has problems with other RCEP member states,such as large spatial differences in technical complexity of agricultural exports,obvious segmentation of international investment market,small international direct investment related to agriculture,and unbalanced distribution of China’s agricultural outward direct investment.In the future,relevant departments need to continue to stimulate the agricultural development potential of related countries,continue to increase the intensity of policy supply,adhere to cooperation to break the barriers to agricultural investment,and adhere to the scientific planning of the development path.This paper takes the agricultural products and two-way international investment as the research entry point to explore the influence of two-way FDI between China and other RCEP member countries on the technical complexity of China’s agricultural products export,which makes up for the shortcomings of domestic and foreign scholars on the technical complexity of agricultural products export,not paying enough attention to the research on two-way international investment and the combination of the two.This study provides theoretical and decision-making basis for analyzing the role of two-way international investment between China and other RCEP member countries in promoting the technical complexity of China’s agricultural exports,and is of great significance for China’s current high-quality economic development transformation,pragmatic agricultural development foundation,construction of an agricultural power,and improvement of the development level of agricultural international trade.
