Under the background of " shipping power " strategy,the state-owned shipping industry,as the backbone of the national shipping economy,plays an important role in the competition of the international shipping market.With the development of the state-owned shipping industry,the requirements for the quality of ocean-going seafarers are also increasing.The professional skills required by ocean-going seafarers in navigation and berthing include basic knowledge,operational technology,management ability and good psychological status.In view of the particularity of the career of ocean-going seafarers and the extremely low social attention,the government needs to give a high degree of support and supervision on the key links such as protecting the basic rights and interests of ocean-going seafarers,improving the skill level of ocean-going seafarers,and paying attention to the career development and mental health of ocean-going seafarers,so as to better provide public services.This paper takes the human resource management of state-owned shipping ocean-going seafarers as the research topic.By combing the relevant literature on the human resource management of ocean-going seafarers at home and abroad,this paper studies the problems and causes of the human resource management of state-owned shipping ocean-going seafarers by means of questionnaire survey and public management human resource development theory,including the evaluation system of emphasizing theory and neglecting practice.The system fails to truly reflect the post competency,the imperfect construction of the legislative system leads to the lack of rights and interests,and the lack of evaluation system for the mental health of ocean-going seafarers leads to the phenomenon of " sick work." From the perspective of government supervision,this paper puts forward corresponding optimization suggestions from the aspects of improving the human resource planning of ocean-going seafarers,improving the protection of the rights and interests of ocean-going seafarers,establishing a comprehensive evaluation model,and paying attention to mental health assessment,so as to provide reference for the state-owned shipping industry to cultivate and establish a highquality ocean-going seafarer team that meets the requirements of the shipping market.
