Investment platform companies at the county level have made an immeasurable contribution to the development of urbanization as an important "hub" of local government.With the comprehensive implementation of the requirements of deepening the reform of state-owned enterprises,in recent years,local urban investment companies have gradually stripped away the functions of government financing platforms and transformed into independent market economic entities.However,many problems have been exposed in the development process.For example,a series of problems have been highlighted,such as the "high debt" accumulated in the early stage of urban infrastructure construction,the lack of self-owned operating income caused by the COVID-19 epidemic and the impact of the real estate market in the past three years,and the single financing channel.LZ New Area Urban Development Investment Group is the earliest and largest financing platform company in LZ New District.Based on this background,this paper analyzes its current financing situation,and designs a feasible overseas bond financing scheme by opening up financing channels in overseas bond market to solve financing difficulties and raise funds for new project construction.LZ New Area Urban Development Investment Group should carry out high-quality transformation and development under multiple channels,such as innovative financing mode,development of diversified business feedback,planning of new projects,and improve the core competitiveness of the enterprise.Firstly,this paper expounds the relevant policies and theoretical basis of overseas bond financing.Starting from the development process of LZ New Area Urban Development Investment Group,this paper makes a quantitative and qualitative analysis of its operating situation,financial condition and financing status,so as to conclude the necessity and feasibility of LZ New Area Urban Development Investment Group to carry out overseas bond financing.Then,taking the migrant resettlement housing project undertaken by LZ New Area Urban Development Investment Group as a specific case,the project objectives and principles were set according to the project construction fund needs,and the overall plan was made from the aspects of participants,issuing process,credit increase measures,etc.,and then the specific design of the future cash income financing plan of the raised project was calculated.It mainly includes the structure of overseas bond transaction,schedule arrangement,comprehensive financing cost calculation,analysis of potential risks and proposed mitigation measures;Finally,from the internal and external to promote the successful implementation of overseas bond financing plan put forward strong safeguards.To sum up,through the overseas bond financing case of LZ New Area Urban Development Investment Group,on the one hand,this paper provides a practical solution to improve the financing situation of LZ New Area Urban Development Investment Group and solve financing problems;on the other hand,it also provides experience reference for other urban investment companies to expand financing channels and carry out overseas bond financing.The paper summarizes the difficulties and solutions of local urban investment companies in choosing the mode of overseas bond issuance,the key points of issuing interest rate control and overseas financing risk management.
