| The issue of agricultural and rural farmers is a fundamental issue related to the national economy and the people’s livelihood.The No.1 central document of the Central Committee in 2022 once again emphasized the issue of agricultural development,proposed to strengthen the basic support of modern agriculture,improve the research and application level of agricultural machinery and equipment,and promote agricultural and rural modernization to take new steps.With the advancement of urbanization and the development of science and technology,agricultural factor resources are decreasing.How to scientifically improve the input and output efficiency of modern agriculture is a thought-provoking issue.Jilin Province is a big agricultural province,which plays an irreplaceable role in maintaining China’s food security.How to scientifically improve the comprehensive efficiency of modern agriculture is a realistic problem that Jilin Province needs to face and solve to promote the development of agricultural modernization and realize the strategy of rural revitalization.Therefore,taking Jilin Province as a case,this paper uses the literature method and empirical analysis method to conduct a vertical and horizontal comparative analysis of the input-output efficiency of modern agriculture in Jilin Province from 2011 to 2020,so as to objectively understand the current situation of the input-output efficiency of modern agriculture in Jilin Province,identify the direction of improvement for subsequent development,and provide reference for the relevant departments of the local government to formulate modern agricultural development policies.In this paper,data envelopment analysis(DEA)is used to calculate the input efficiency of modern agriculture in Jilin Province from 2011 to 2020 by using WIN-DEAP and DEAP2.1 software.Changchun City,Tonghua City and Songyuan City are selected as three representative cities in the province for horizontal comparison and analysis.The main research conclusions are as follows:The overall development trend of input-output efficiency of modern agriculture in Jilin Province is good.From 2011 to 2020,the average comprehensive technical efficiency of modern agriculture in Jilin Province was 0.9978,and the DEA was effective for 7 years,accounting for 70% of the total research period;The value of pure technical efficiency in all years except 2018 is 1,and the effective value of pure technical efficiency accounts for 90% of the total research period;The scale efficiency is lower than 1 in 2011,2015 and 2018,and the value in other years is 1.The year in which DEA is effective accounts for 70% of the total research period;In the year when technical efficiency is invalid,both scale efficiency and comprehensive efficiency are invalid.Technological progress has strongly supported the growth of total factor production efficiency of modern agriculture in Jilin Province.From 2011 to 2020,the total factor productivity index value of Jilin Province was greater than 1,which was in a growth state;The change trend of total factor productivity is consistent with that of technological progress,which strongly supports the growth of input and output efficiency of modern agriculture in Jilin Province.The modern agricultural production input efficiency of Tonghua between Changchun,a central city,and eastern cities is better than that of Songyuan,a western city.From 2011 to 2020,the comprehensive technical efficiency of Changchun City and Tonghua City was lower than 1 only in 2018 and 2019,and 1 in other years;The comprehensive technical efficiency value of Songyuan fluctuates frequently,but it will be 1 in 2019 and 2020.From 2011 to 2020,the pure technical efficiency of Changchun City was 1,and the average pure technical efficiency of Tonghua City and Songyuan City was between 0.9-1.In 2020,the DEA was effective.The average scale efficiency of Changchun City,Tonghua City and Songyuan City is between 0.9-1.In2020,the three cities achieved DEA effectiveness.From 2011 to 2020,the average total factor productivity of Changchun City in Jilin Province was 1.1118,and the total factor productivity index of Tonghua City and Songyuan City was lower than 1.The redundancy of input factors in non DEA effective years leads to the reduction of input-output efficiency.From 2011 to 2020,the input-output efficiency of modern agriculture in Jilin Province was at a good level as a whole,but the proportion of non DEA effective years in the total research period was 30%.In the non DEA effective years,the input redundancy of crop planting area,employees of agricultural,forestry,animal husbandry and fishery enterprises,total power of agricultural machinery,rural electricity consumption,effective irrigation area,and agricultural R&D expenditure is the main reason for insufficient output.The quantity and structure of modern agricultural factor input in Jilin Province should be optimized reasonably in the future to improve the comprehensive efficiency of modern agricultural input and output in Jilin Province.Based on the results of the above analysis,this paper argues that the development of modern agriculture in Jilin Province should optimize the investment in agricultural science and technology,attract high-quality talents to return to their hometowns for entrepreneurship and employment,and increase the investment in farmland water conservancy and other infrastructure. |
