Study On The Development Of Food Family Farm In Changchun City

The household contract responsibility system has stimulated the vitality of the rural collective economy,mobilized the enthusiasm of farmers for grain production,and promoted the development of agricultural production.Nevertheless,the problems brought by the fragmentation of land,the aging and weakening of farmers caused by the transfer of rural labor force,and the concurrent industrialization of agriculture caused by high agricultural cost and low income hinder the development of agriculture.Therefore,under the background of the new normal of economic development,how to change the mode of agricultural development,improve agricultural competitiveness,promote farmers’ income and ensure food security has become the main problem faced by agricultural development.In 2013,"Central Document No.1" put forward: encourage the right to contracted management of land in the open market to transfer large scale households,family farms,farmers cooperatives,agricultural enterprises,and develop diversified forms of scale operation.As a new business entity,family farm can greatly reduce the measurement and supervision cost of agricultural production,and is conducive to farmers to reasonably arrange agricultural production according to the actual situation.Therefore,the development of family farm is an important way to promote the development of modern agriculture.However,in the actual development process,there are still many problems to be solved in grain producing family farms.The investigation results of grain family farms in Changchun show that most family farms have difficulty in raising funds;The circulation of land management right of some family farms is prominent;The quality of agricultural information obtained by most family farms needs to be improved;The education level of farm operators is generally low;Most family farms have low postpartum value-added level and weak anti risk ability.The main reasons are: the support policies for family farms are not implemented in place;The construction of agricultural socialized service system lags behind;Poor rural infrastructure conditions;The land circulation mechanism is not standardized;The agricultural insurance system is not perfect.Therefore,we must improve the laws and regulations related to family farms;Increase policy support for family farms;Improve the rural financial system and agricultural insurance system;Improve the level of agricultural informatization and standardize the land transfer mechanism.
