With the introduction of a series of laws,regulations and policies related to land transfer and scale management,the rural land transfer market has developed rapidly.By the end of 2014,58 million 330 thousand farmers who have contracted cultivated land have been circulated,accounting for 25.3% of household contracted households.The family contracted land transfer area had up to 403 million acres,accounting for 30.4% of household contracted cultivated land area.With the rapid development of the rural land transfer market,the scale of farmers’ cultivated land scale continues to expand.In 2014,the number of farmers engaged in cultivated land above 50 mu is 3 million 414 thousand,with increasing of 7.5% on year-on-year basis.Although the market of agricultural land transfer in China is becoming more and more mature,small-scale decentralized management is still the main part of agricultural management.In 2014,255 million households were under 30 mu of cultivated land and the total number of households accounted for 96.1%.With the acceleration of the urbanization process in China,the scale of China’s rural land management has expanded moderately.For a long time to come,China will be in a dual situation of small-scale farming,decentralized management and continuous increase in major business operations.And the land transfer market,the rapid development of large-scale operation is synchronized with China’s total grain output in 2004 after the "Twelve consecutive increase." But nowadays,China’s grain production faces the "three high" problems of "high output,high import and high inventory" at the same time.Developing agricultural moderate scale management is the key to get rid of the "three high" problems of China’s grain production.Then,in the context of rapid development of land transfer and scale operation,how will the expansion of rural land transfer and scale of operation affect the grain production? How big is the impact? And what are the characteristics about the influence of changes with the new period? These problems are the practical problems that the government must consider in perfecting the land transfer market,promoting scale operation and ensuring the national food security in the future.It is also an important question for this study to rely on data for empirical answers.With such research questions,the thesis is unfolded under such a train of thought.First of all,it analyzes and summarizes the evolution of China’s rural land transfer and scale management system,in order to find out the institutional reasons for the gradual increase of land transfer and scale management.Then,using the macro,micro data of the country,region and peasant household level,the paper reviews the development of rural land transfer and scale of operation.And then analyze the influence factors of rural land transfer.The last is the empirical analysis on the impact of rural land transfer and scale of grain production.Seeing the farmer whether would lead to the non food from the perspective of agricultural planting structure adjustment from the aspect of per unit and mu even cost of peasant yield,watch the increase of scale whether have brought the improvement of land productivity and the scale economy of cost.Finally,the paper summarizes the research conclusions and puts forward the corresponding policy recommendations.The research of this paper gets the following conclusions:(1)The market of farmers’ land transfer has developed rapidly and the market has been improved continuously;(2)The average size of the growth IS slow of farmers but scale farmers to expand is moderately increased;(3)Farmers flow into farmland and farmland transfer factors have different influence,The proportion of non farm income,the age of the householder,the proportion of economic crops planted in the village,the participation of old-age insurance,the cultivated land area at the end of the year and the rent of the land were the main factors;(4)The problem of "non grain production" of rural land transfer does exist.The problem is not the main cause of farmers but non farmers.However,the rapid increase of rural land rent will stress the non food grain transfer of farmers ";(5)With the gradual improvement of the market of agricultural production factors,the farmers problems of " increase regulation in food production does not increase production”can be solved effectively,but the cost advantage of scale is also decreasing gradually;(6)In different regions,the most prominent areas of Hubei province and Sichuan province performance scale farmers cultivated land on the cost of production and the grain yield per mu is significantly negative effect in the terrain with mountains and hills and mechanized farming is relatively lagging behind.This study obtained the following policy recommendations:(1)Appropriate subsidies are used to support and encourage the land transfer of rural land by older farmers;(2)In promoting the development of rural land transfer market,it is necessary to promote the increase of non farm employment opportunities and raise the level of social endowment insurance;(3)The government should focus on the management of non farm households in the "non grain" land transfer of agricultural land transfer but should also pay close attention to rural land rent to the rapid increase in grain production stable threat;(4)Carefully look at the phenomenon of economic cost advantage of large-scale farmers;(5)For the production areas of grain crops such as Sichuan and Hubei,the central government should focus on cultivating suitable mechanization services to supply the market and at the same time create conditions to improve other input factors market,in order to enhance the competitiveness of agricultural production.In all these studies,based on reality and the level of research methods,this article has made the following contributions:On the practical level,the internal logic of "non grain production" of rural land transfer was revealed for the first time,explained that in the macro context of the "non grain" problem of agricultural land transfer,the main part of the "non grain" of rural land transfer is not the peasant household,but the non peasant household.However,the rapid increase of rural land rent will stress the "non food" of rural land transfer ".For the first time,from the perspective of structural change of time,the relationship between the actual cultivated area of the farmer,grain yield per unit area and production cost was analyzed and explained the problem of increasing regulation and not increasing production has been improved with the development of the period in the background of the continuous improvement of China’s agricultural factor market.But the economic cost advantage of large-scale with the period is gradually narrowing.In the aspect of research methods,in the study of rural land transfer and non grain production,a panel data model of multiple plots at farm households was constructed.This paper compares the grain production decision making of farmers in subcontracting,rented plots and their own plots to measure the planting decision-making at the same time considering the "summer ripe" and "autumn" two crop types to reduce the bias of the explanatory variable resulting from the omission of seasonal factors.This method has certain innovation.
