In 2020,Our country has achieved comprehensive poverty alleviation in rural areas.Immediately, the "Government Work Report" states that effective measures should be taken to avoid the occurrence of large-scale returning poverty as the primary task.Under the current poverty standards, most of the poor people get rid of the problem poverty problem.Although the goal of poverty alleviation of "two not worry and three guarantees" is basically realized,it is not deny that there is still risk of returning poverty, because this part of the poor rural families lack the ability to resist risks to resist risks. With the awareness of risk impact in advance, once the risks such as natural disasters, major illness, economic crisis, accidents, etc.in the future,it is easy to fall into poverty again. In the era of post-poverty alleviation,we cannot continue to use the standards of absolute poverty to study the problem of poverty alleviation.Instead, you should choose a forward-looking and dynamic perspective to study this problem. Therefore, this article uses the dynamic recognition of poverty in poverty and fragility, combined with commercial insurance to explore how to stabilize the results of poverty alleviation, establish a long-term prevention mechanism for large-scale prevention of poverty, and provide suggestions for promoting rural revitalization. In the study of studying commercial insurance to reduce poverty and vulnerability, this article first analyzes the characteristics of rural families and vulnerability and the current status of commercial insurance from rural families. This article adopts micro-data about rural families in the 2018 CFPS database published by the China Social Science Investigation Center, and has conducted two empirical analysis using the theory of sustainable biomass and risk management to in-depth research on the vulnerability of rural families. The first part empirical uses the VEP method to measure the interpreter variable-poverty vulnerability. The second part empirical to choose the impact of commercial insurance on poverty and vulnerability on the basis of poverty and vulnerability measurement(PSM)model research on the basis of poverty and vulnerability measurement(PSM)model. The OLS estimation model will be replaced by the explanatory variables to the mechanism of the mechanism of financial capital, human capital and social capital. Finally, heterogeneity analysis is performed, and the sample is divided into two groups engaged in agriculture and not engaged in agriculture. It is more sensitive to which set of commercial insurance is observed according to the results. In addition, under the analysis of heterogeneity And compare it across the country. The results show that although rural household human capital, financial capital, and social capital have increased year by year, the level is low in general, and the commercial insurance rate of rural families is also low. From 2014 to 2018,no matter what kind of poverty and vulnerability standards are, rural family poverty and vulnerability declined year by year, but the vulnerability of rural families is still higher than that of urban family poverty and vulnerability. This is caused by the characteristics of rural families.Essence This article also analyzes the relationship between poverty and vulnerability.Poverty is not necessarily fragile. As an important risk management tool, commercial insurance can significantly alleviate the poverty and vulnerability of rural families, and can provide more livelihood capital for rural families or individuals, including human capital, financial capital, and social capital, thereby improving their risk response capabilities In the end, realize the goal of reducing the vulnerability of poverty. In heterogeneous analysis,it is found that people who do not engage in agriculture are more sensitive to micro-commercial insurance. Finally, this article is based on the above research process and commercial insurance that can reduce the vulnerability of poverty, and put forward several suggestions for countermeasures.
