In the 1990 s,China began to build a socialist market economy.At present,the market economy system has been relatively perfect.The development of commercial banks faces great challenges under the three major pressures of interest rate liberalization,inter-bank supervision and financial disintermediation.According to the data,the growth rate of commercial banks’ net profit increased by only 0.1 percent in 2022.At the same time,as the most traditional public credit business of commercial banks,it has been the basis for the survival of commercial banks before the development of retail business and intermediary business of commercial banks.At present,a large part of the profit of commercial banks still comes from this business.Therefore,the development of commercial banks cannot be separated from their closely related business of public credit.In this paper,the HZ branch of China Construction Bank first identified the possible management risks of the pre-loan link,the mid-loan link and the post-loan link of the public credit business,and made a fuzzy comprehensive evaluation.Secondly,the HZ branch of China Construction Bank is determined to have problems in public credit risk management and the reasons are deeply analyzed.Finally,from the perspective of management optimization,the HZ branch of China Construction Bank is improved to the public credit risk management strategy suggestions.This paper mainly draws the following conclusions: First,HZ Branch of China Construction Bank has established a comprehensive risk management and governance structure covering a wide range of areas.The head office has set up 7 departments to control10 kinds of risks,including the risks of retail,credit,interbank and other businesses,involving operational risks,credit risks,legal risks and other risks.The risk management of HZ branch is divided into five steps: pre-loan visit survey,credit rating,credit review,final identification,and follow-up investigation.In addition,the public credit business process management system(CLPM system)of China Construction Bank is applied to manage the public credit.Through the understanding of the current system process in daily work,part of the data of the daily use system is collected.Mainly completed the application process analysis of the public credit business,the approval process analysis of the public credit business,the asset pledge management process analysis of the public credit business,the public loan issuance management process analysis and post-loan management process analysis.Second,the HZ branch of China Construction Bank evaluated the risk of public credit business and found that due diligence was defective,which was the main management risk in pre-loan management.Process control failure is the main risk factor of loan management.Weak post-loan supervision is the main risk factor of post-loan management.Thirdly,the reasons for risk are analyzed.The organizational structure of China Construction Bank is not perfect,there is no policy research post with risk control as the core,there is no standard operating procedure for public credit business,there is no public standard operating manual for credit system,and HZ branch of China Construction Bank itself has no system construction for public credit business.There are some defects in the automatic design of some systems;The HZ branch of China Construction Bank was too optimistic and relaxed the information review of financing enterprises,which could easily lead to blind loan issuance;The imperfection of legal system has become the bottleneck restricting the development of bank credit business.China’s credit system is still in the stage of construction and development,and it is not very mature.Therefore,the HZ branch of China Construction Bank may make a wrong judgment on the borrower’s qualification due to the borrower’s error or unilateral information.On the other hand,competition in the same market will cause many banks to focus on the same big customer and compete for the same big customer,resulting in repeated credit,multiple credit and cross credit,forcing enterprises to rely on bank credit and hiding hidden risks.Based on the above conclusions,this paper puts forward the following suggestions:First,in the pre-loan process,pre-loan risks should be reduced by strengthening the investigation on the basic situation of enterprises,strengthening the investigation on the quality of bank managers,and establishing a perfect guarantee system.Secondly,in the link of lending,we should optimize the management of lending and strengthen the compliance investigation of borrowing units.Establish third party audit and risk control;Improve due diligence management system,so as to reduce the HZ branch of China Construction Bank credit risk to the public.Third,in the post-loan link,the post-loan management should be optimized,and the financial status of the borrowing unit should be tracked and investigated;Dynamic management of the fluctuation of the value of the collateral;Timely strengthen the communication with the borrower,so as to reduce the risk after the loan. |
