Research On The Role Of The County-level Science And Technology Association In The Rural Revitalization Work

The rural vitalization strategy is a major historical task proposed at the 19 th National Congress of the Communist Party of China.It is an important decision and plan made by the Central Committee for the work related to agriculture,rural areas and farmers in view of the overall situation of the development of the country.As a people’s organization under the leadership of the Communist Party of China,China Association for Science and Technology is the link and bridge between the Party and the government and the majority of scientific and technological workers,and plays a very important role in promoting the development and progress of China’s scientific and technological cause.The implementation of the rural revitalization strategy cannot be separated from the improvement of farmers’ scientific quality and the popularization of agricultural science and technology,As the main undertaker of the science popularization work,the county-level science association organizations play an important role in improving the quality of farmers,especially the scientific quality of farmers.Therefore,it is necessary to conduct an in-depth study on the role of the county-level science and technology association in the rural revitalization.This paper takes the Association for Science and Technology of P County in Xinzhou City as the research object,and through consulting periodical literature,understands the domestic and foreign researches on rural revitalization and association for Science and Technology.Through consulting the government website and some policy documents,this paper expounds the strategy of rural vitalization,science and technology Association and its responsibilities as well as the new tasks faced by county science and technology association under the background of rural vitalization.The basic situation of P county,the current situation of rural revitalization work in P county and the basic situation of science and Technology Association in P introduced.It describes in detail that P County Association for Science and Technology mainly promotes the rural revitalization work by improving the work system of helping targeted poverty strengthening the "3 + 1" construction.Although P county association for Science and Technology has done a lot of work in helping rural revitalization,but through the questionnaire survey of farmers found that the actual effect of helping rural revitalization is not optimistic,based on the interviews with the workers of the Association for Science and Technology,the paper discusses the problems that the association of Science and Technology in P county has in helping the rural revitalization work,such as inadequate implementation of policies,single work forms,weak construction of science popularization team and low participation rate of farmers,low level of integration of science and technology and agriculture,which have certain constraints on the implementation of the rural revitalization strategy.By studying these problems,we can analyze the reasons for these problems are:First,the government does not pay enough attention to the relevant work of the Association for Science and Technology.Second,the shortage of working funds;Third,the team building mechanism is not perfect;Fourth,science popularization activities lack pertinence;Fifth,the evaluation mechanism of popular science work needs to be improved;Sixth,the integration of science and technology and agriculture faces many obstacles.According to the problems and reasons of P County Association for Science and Technology in helping rural revitalization work,this paper gives targeted policy suggestions to improve the level of county association for Science and technology in helping rural revitalization,mainly in seven aspects:First,the correct understanding of the Association for Science and Technology to help rural revitalization work,the government to increase support,the Association for Science and Technology to improve the understanding of rural revitalization work;The second is to guarantee funds for science popularization,increase the input of financial funds,enrich the sources and ways of funds,and diversify the composition of science popularization subjects;Third,to innovate the way of science popularization,establish two-way science popularization methods,diversified science popularization forms,build local science popularization platforms,and promote science popularization APP in China;Fourth,strengthening the construction of science popularization team is guaranteed,improving the training mechanism of science popularization team,improving the supervision mechanism of science popularization workers,and building the incentive mechanism of science popularization workers;Fifth,to enhance the pertinence of rural activities,to carry out all kinds of rural activities need to do in-depth investigation,scientific development of activity plans;Sixth,strengthen the management mechanism,construct the long-term mechanism of popular science activities,establish the assessment mechanism of popular science activities;Seventh,we will make scientific and overall planning for industrial development.
