Study On The Quality Management Of Local Government PPP Projects

In the process of urbanization in China,the demand for public goods and services is also increasing.Infrastructure construction is an important part of public services provided by the government.The demand for public infrastructure construction has always been great.PPP mode is a cooperation mode widely used in infrastructure construction internationally.Many countries have obtained successful experience from practice.In China,the rapidly developing private economy and the expansion and accumulation of private capital have become the necessary conditions for the adoption of PPP mode in the implementation of infrastructure construction.At present,although the academic circles in China have studied the privatization of infrastructure and the participation of private capital in public projects,there is still a lack of systematic and in-depth research on how to combine the basic theory of PPP model with the reality of China’s national conditions and discuss the strengthening of PPP quality management.Based on the PPP project practice in T County,this article lacks systematic and in-depth research on how to combine the basic theory of PPP mode with China’s actual situation to explore the strengthening of PPP quality management.Analyze the necessity and feasibility of applying the PPP model in T County,clarify the development process,quality management process,and current situation of the PPP project in T County,and summarize the problems existing in the quality management of the PPP project in T County,such as imperfect management system,incomplete management process,incomplete evaluation of investment and financing capabilities by the quality management system,cognitive bias in the positioning of local government quality management responsibilities,and inadequate management of professional talents;Based on domestic excellent PPP project quality management cases,such as the Ningbo World Bank Loan Kitchen Waste Treatment Plant PPP Project,Chifeng Central Urban Waste Incineration Power Generation PPP Project,Chizhou Main Urban Sewage Treatment and Municipal Drainage Facilities PPP Project,this paper proposes countermeasures and suggestions for improving the quality management of T County PPP projects from the perspective of the government.First,do a good job in quality management of the entire life cycle of PPP projects;Second,improve the quality management process;Third,strengthen the management of professional talent team in quality management,and consider staffing from multiple dimensions such as finance,law,and risk management;Fourth,quality management before doing good deeds,unblocking channels for private enterprises to participate in PPP projects,creating conditions for civil enterprises to participate in PPP projects,and appropriately restricting the participation of central and state-owned enterprises.Fifth,strengthen the quality management of PPP project investment and financing,and provide useful reference for promoting the research of PPP project quality management practices.
