Furthering reform of State-owned enterprises has all along gone with fields of China’s social development,economic change,scientific and technological innovation,etc.The Third Plenary Session of the 18 th CPC Central Committee in 2013 made an overall arrangement for the reform.From 2014 to 2020,the CPC Central Committee,the State Council,SASAC,Liaoning Provincial Party Committee and the provincial government issued plans for the reform several times.Policies and guidance documents related to SOE reform,such as the Opinions on deepening SOE reform,the revitalization of old industrial bases in Northeast China,and the three-year action plan for deepening SOE reform,have been issued successively,providing guidance and basis for the reform.GN Group has achieved fruitful results in management,reform and progress over the past 20 years since its establishment,but there are still problems such as imperfect strategic system,disparate industrial development,excessive diversification,and insufficient innovation ability.GN Group meets challenges and changes resulted from the reform of SOE,which is very important and necessary for the Group when external environmental factors change intensifies and enterprises have limited resource capabilities.Based on the background of deepening the reform of state-owned enterprises in the new era,this paper analyzes the problems,advantages and opportunities faced by GN Group on the basis of in-depth study of relevant theories and policies,and combined with the current situation of GN Group’s strategy.With the background of deepening the reform of state-owned enterprises in the new era,this paper deeply studies the basis of relevant theories and policies,and combined with the strategic status of GN Group,makes an in-depth analysis of the existing problems,corporate advantages and opportunities faced by GN Group.Founded on the principles of politics,integrity,development and continuity,this paper clarifies that GN Group is an enterprise that actively strengthens the main heating industry and expands the heating industry chain by basing on public utilities and relying on urban heating.With the strategic goal of becoming an investor and operator of urban heating business,it has been enriching the business system and enhancing investment and financing capabilities to build itself into a leader in domestic heat supply.Correspondingly,the "focus on the main business,coordinated development" model("1+1" model)is proposed to promote the re-layout of GN Group’s assets and capital,strengthen the main heating business,and develop the heating supporting collaborative business,so as to form a business system with complementary advantages,effectively implement the mixed ownership reform,further establish a new operation mechanism,and finally achieve the sustainable development of GN Group.
