Transportation is the key to rejuvenating the country and the foundation of strengthening the country.With the continuous acceleration of the construction process of a powerful transportation country,the construction of transportation infrastructure has achieved remarkable results and promoted economic and social development.Transportation infrastructure has the characteristics of large investment scale and long life cycle,and the application of PPP model to the field of transportation infrastructure can not only alleviate the pressure of government finance,but also improve the quality of transportation infrastructure products and services,so the PPP model has been widely used in the field of transportation infrastructure.However,due to the large number of participants,large investment amount and long life cycle of transportation infrastructure projects under the PPP mode,the risks faced by the project are complex and diverse,and project risk management is particularly important.Therefore,the research on risk identification,evaluation and response of transportation infrastructure projects under PPP mode has certain theoretical and practical significance.Taking the transportation infrastructure project under PPP mode as the research object,this paper studies the risk identification and evaluation of the project on the basis of combing the relevant literature at home and abroad,expounding the relevant concepts and theories,and constructs the risk evaluation index system and risk evaluation model of the transportation infrastructure project under the PPP mode.Firstly,based on the case analysis method and literature research method,the preliminary risk list of transportation infrastructure projects under PPP mode is identified,and the preliminary risk list is optimized by combining the expert investigation method,and the final risk list containing six types of first-level risks and 26 second-level risks is determined,and the risk evaluation index system of transportation infrastructure projects under PPP mode is constructed.Secondly,the analytic hierarchy process method is used to determine the weight of each risk index,and the risk index is divided into five levels,and on the basis of the set pair theory,a multi-component connection number is constructed to evaluate the risk of the same and different counter-risk,and the risk situation and development trend are analyzed and predicted by calculating the five-element connection number and the partial connection number of each order,and the dynamic and static are combined to make the risk evaluation results more comprehensive and scientific.Finally,through the case analysis of the X Expressway PPP project,the effectiveness of the constructed model is verified,and the results show that the risks faced by the project mainly include financing risk,interest rate change risk,engineering change risk,operation management risk,competition of similar projects and force majeure risk,etc.,and suggestions for risk response are given. |
