| On 1 January 2022,the Regional Com-prehensive Economic Partnership(RCEP),in which China,ASEAN,Japan,South Korea,Australia and New Zealand participate,was officially implemented.This has given a strong impetus to regional economic and trade relations and industrial cooperation in Asia.Under the RCEP,China and ASEAN’s large market potential and industrial complementarities have led to the centralisation and inward development of regional economic and trade cooperation in Asia,with China-ASEAN as the core,and thus accelerated the development trend of integration between the two sides.Along with the acceleration of regional integration,the new round of China-ASEAN industrial restructuring also brings important opportunities for international industrial undertakings in the Hainan Free Trade Port.As an important window for China’s opening up to the outside world,the Hainan Free Trade Port should take the initiative to grasp this opportunity and actively embed itself in the new round of China-ASEAN industrial restructuring by undertaking industrial undertakings in a "focused and selective" manner,thereby creating an important platform for the development of China-ASEAN industry linkage development.The free trade port in Hainan is deeply embedded in the China-ASEAN industrial landscape by way of industrial undertaking,which is not only conducive to giving full play to the leading role of free trade port construction on the economy of Chinese mainland,but also to strengthening industrial cooperation with ASEAN countries and creating a more open international industrial system in Hainan free trade port.This paper presents an in-depth and systematic analysis of the changing trends in the industrial undertaking potential of the Hainan Free Trade Port and its intrinsic causes against the background of China-ASEAN regional integration,and a systematic study of the key areas of industrial undertaking for the Hainan Free Trade Port in the new round of changes in the China-ASEAN industrial landscape.The paper focuses on four aspects of the study,with these research objectives in mind.The first part: a statistical analysis of the international environment for industrial undertaking in Hainan Free Trade Port under the trend of China-ASEAN regional integration was conducted,exploring the economic and trade development trend between China and ASEAN from the perspective of global production and market networks,accurately clarifying the opportunities for industrial undertaking in Hainan Free Trade Port under the trend of China-ASEAN regional integration,and revealing the advantages of industrial undertaking in Hainan under the construction of Free Trade Port,clarifying that Hainan Free Trade Port has a better international environment for industrial undertaking.The second part: Constructed a regional potential evaluation index system for industrial undertaking,using factor analysis to measure the regional potential for industry undertaking between Hainan Free Trade Port and the 20 provinces(autonomous regions and municipalities directly under the Central Government)that have free trade pilot zones in Chinese mainland,and the trend of the regional potential for industrial undertaking in Hainan Free Trade Port was determined by a combination of dynamic and static analysis,revealing the reasons for the changes and clarifying the advantages and shortcomings of industrial undertaking in Hainan Free Trade Port.The third part: The GVC-related indicators were used to identify the relevant industries in which China and ASEAN have comparative advantages,and the position of these industries in the global value chain was further measured in conjunction with the division of labour status index.The results of the measurement and analysis show that actively promoting the industrial undertaking of Hainan Free Trade Port in the new round of China-ASEAN industrial pattern adjustment is not only beneficial to the construction of Hainan Free Trade Port’s own industrial system,but also conducive to the optimisation of the China-ASEAN industrial pattern.The fourth part: Combined with the industrial gradient coefficient and the industrial undertaking orientation of the free trade port construction,the key undertaking industries which are in line with the industrial development plan of Hainan free trade port are selected "with focus and choice".And combined with the results of the free trade port industry undertaking regional potential factor analysis,further put forward relevant countermeasures and suggestions to accelerate the promotion of Hainan free trade port industry undertaking.The concentration and inward development of economic and trade cooperation between China and ASEAN has not only accelerated the process of China-ASEAN regional integration,but has also brought important opportunities for the industrial undertaking of Hainan Free Trade Port.The main findings of this paper include:(1)Based on the analysis of the measurement of the regional potential for industrial undertaking in Hainan Free Trade Port,the results show that the ranking and evaluation score of the regional potential for industrial undertaking in Hainan Free Trade Port has a more obvious upward trend compared to the mainland provinces(municipalities directly under the Central Government)that have free trade pilot zones.Hainan’s ranking in terms of regional potential for industry undertaking has increased from 18 th in 2016 to 5th in 2020,with a clear upward trend.Among them,although the ranking of the regional potential for industrial undertaking of Hainan Free Trade Port does not change from 2019 to 2020,the gap between the evaluation score of the regional potential for industrial undertaking of Hainan Free Trade Port and that of developed regions such as Guangdong continues to converge.(2)Based on the analysis of global value chains and the division of labour index,the results show that the comparative advantage of most China-ASEAN industries is limited to the regional comparison between ASEAN and China,while their position in the global value chain is still low and they need to gain new momentum to climb up the global value chain;at the same time,Hainan’s free trade port’s industrial radiation,innovation coordination and external attractiveness will have a significant positive impact on the rise of its regional industries up the global value chain.Therefore,actively promoting Hainan Free Trade Port to undertake industries in the new round of China-ASEAN industrial restructuring is not only conducive to the construction of Hainan Free Trade Port’s own international industrial system,but also to the optimisation of the China-ASEAN industrial pattern.(3)Combined with the industrial gradient coefficient and the positioning of industries to be undertaken in the construction of the free trade port,this paper selects key industries to be undertaken in line with the industrial development plan of Hainan’s free trade port,such as agriculture,forestry and fishery with tropical characteristics,low energy consumption,low pollution manufacturing and related services,and provides a detailed classification of specific industry categories.(4)On the basis of the above research,this paper puts forward countermeasures and suggestions to accelerate the industrial undertaking of the free trade port in Hainan,including: changing the mode of industrial undertaking,improving the basic conditions for industrial undertaking;in the form of industrial undertakings,utilising the industry-led function of a free trade port;optimising industrial undertaking policies,co-ordinating the planning and layout of industrial undertaking between regions;science and technology to help industrial undertaking,promoting the concentration of global innovation factors. |
