| Practice has proved that land consolidation plays a very important function in improving agricultural production conditions,improving the utilization efficiency of land resources,revitalizing idle and inefficient land resources assets,and improving ecological link of governance.With the continuous development of society and economy,land consolidation in China has undergone a process of development and evolution from simple to complex,from single to comprehensive development,whether in items of content,goal or method of consolidation.The Land comprehensive consolidation has become an important platform for implementing a series of national strategies,such as rural revitalization,food safety production and ecological civilization construction.Most domestic and foreign scholars’ researches on land comprehensive consolidation focus on the zoning and mode of consolidation.On the one hand,the comprehensive land consolidation zoning is mostly based on the evaluation of potential of farmland as the starting point to carry out problem-oriented single-objective remediation work,and insufficient attention is paid to the key factors affecting the regional reality.The structural contradictions in the functional space of rural production,living and ecological land are constantly highlighted.on the other hand,The land comprehensive consolidation mode mainly pursues the short-term and rapid land comprehensive benefit,which is prone to homogenization.Therefore,it is necessary to delineate scientific and reasonable land consolidation areas and formulate differentiated consolidation modes,especially in mountainous and hilly areas with large differences in topographic conditions and complex land use types.In the study,Jiangjin District of Chongqing is selected as the research object and the administrative village is taken as the evaluation unit.Firstly,a regional index system of land comprehensive consolidation was constructed based on the difference of “productionliving-ecological” functional(three-life)orientation in mountainous and hilly areas.Kernel density analysis and local spatial autocorrelation model were used to evaluate the “three-life” function.On this basis,different types of land comprehensive improvement areas in the study area were delineated according to the results of cluster analysis of the “three-life” dominant functions.Secondly,the obstacle diagnosis model and natural break point method were used to determine the primary obstacle factors in different land consolidation areas,so as to provide scientific basis for exploring different modes or paths of land consolidation.Finally,according to the main obstacle factors in different consolidation areas,the objectives and key points of consolidation in different land consolidation areas are clarified,and differentiated consolidation modes are drawn up.The main results are as follows:(1)Demarcating land comprehensive consolidation areas based on the “three-life” function in mountainous and hilly areas can provide a reference for territorial spatial planning.The evaluation results of "production-living-ecological" function show that,affected by terrain differentiation and land use type difference,the density of production and living function kernel was high in the north and low in the south,while the density of ecological function kernel was high in the south and low in the north.The ‘high–high’,‘low–low’ type of production function index accounted for 29.58% and 43.19%,the ‘high–high’,‘low–low’ type of life function index accounted for 22.06%and 43.66%,the ‘high–high’,‘low–low’ type of ecological function index accounted for 39.43% and39.44%,respectively,and their spatial distribution characteristics were significantly different.According to the zoning results of land comprehensive consolidation,the proportion of modern agricultural development type consolidation area,livable construction type consolidation area,ecological protection and governance type consolidation area,comprehensive coordination and optimization type consolidation area accounted for 27.37%,27.70%,18.96% and 25.97%,respectively.The result of zoning is in line with the orientation of regional economic development and territorial function zoning.(2)The scientific determination of obstacle factors in different land consolidation areas can optimize the pattern of land consolidation and provide support for exploring differentiated land consolidation modes or paths.The obstacle degree of criterion layer and index layer of different consolidation areas is obviously different.The main obstacle factors of modern agricultural development regulation area are ecological dysfunction and obstacle of water and soil conservation rate,the obstacle degree is 39.55% and 12.15%,and the obstacle types are mainly mild and severe,respectively.The main obstacle factors of livable construction renovation areas were ecological function and forest land proportion obstacle,the obstacle degrees were 38.10% and 10.70%,and the obstacle types were moderate and severe,respectively.The main obstacle factors of ecological protection and governance type regulation area were living dysfunction and contiguous obstacle of rural residential area,the obstacle degree was 38.37%and 12.43%,respectively,and the obstacle types were mainly severe and moderate.There was no significant difference in the degree of production,living and ecological dysfunction in the integrated coordination and optimization regulation area,and the major obstacle types were mainly moderate.In the index layer,the main obstacles were total grain production,contiguous rural residential area and forest land proportion,and the obstacle types were mainly moderate.In-depth analysis of obstacle factors in each consolidation area can provide support for the discussion of land comprehensive consolidation mode,and can clarify the key areas of regional land comprehensive consolidation in the future.(3)Based on the common and differentiated remediation objectives of various consolidation areas,the land comprehensive consolidation mode is proposed according to local conditions in accordance with the principle of "operational,practical and acceptable",which can provide reference for the development of land comprehensive consolidation work.According to the results of ecological security pattern,the area proportions of high-grade ecological security pattern in modern agricultural development type renovation area,livable construction type renovation area,ecological protection and governance type renovation area,comprehensive coordination and optimization type renovation area accounted for 51.27%,48.74%,88.01% and 73.01%,respectively,indicating that the level of regional ecological security pattern was relatively high on the whole.On this basis,combined with the different renovation objectives of each renovation area,the comprehensive land consolidation mode was proposed.The modern agricultural development type renovation area should construct the "production-ecological function leading enhancement type" renovation mode,and the living livable construction type renovation area should construct the "life-ecological function leading stability type" renovation mode.The ecological protection and governance type remediation area constructs the "ecological-life function leading safety type" renovation mode,and the comprehensive coordination and optimization type remediation area constructs the "production-living-ecological function coordination type" renovation mode,in order to provide scientific basis for the implementation of land comprehensive remediation project measures.The land use pattern in mountainous and hilly areas is complex and diverse,and the stereoscopic climate characteristics of land use are obvious.The classification of land consolidation areas based on the functional characteristics of "production-living-ecological" in mountainous and hilly areas can improve the matching degree with the results of regional land function zoning,and provide a reference for regional land spatial planning.Scientifically determining the obstacle factors of different land comprehensive improvement areas can provide support for the construction of land comprehensive improvement mode.On the basis of common and differentiated regulation objectives,the construction of land comprehensive regulation mode in accordance with the actual situation of the region can promote the coordinated and sustainable development of regional land "production-living-ecological" function and promote the development of land comprehensive consolidation. |
