With the rapid development of our country’s economy,the quality of people’s life is improving day by day,the demand for residential housing is also increasing,and the construction of affordable housing has solved the housing problem of low-and middle-income families to a certain extent.With the allocation of affordable housing communities,the later property management work will also face many challenges.The W Affordable Housing Property Management Company(hereinafter referred to as W Property company)in this article has transformed from the earliest housing management office that directly manages public housing to a service-oriented enterprise that develops affordable housing property management business.Its functions have already changed,but the performance appraisal system of W Company has been maintained in its original state and has not been adjusted due to organizational reform.In this paper,Balanced Scorecard is used as a performance appraisal tool;W Company is taken as the research object,and the performance appraisal system of W Company is studied through literature research,case study,investigation and other methods to help it design a performance appraisal system that meets its own development needs.The main research contents of this paper are as follows: Firstly,the internal and external environment of W Company and the current performance appraisal system are studied to find the problems in the performance appraisal system and analyze the causes;Secondly,the applicability and feasibility of using the Balanced Score Card as a performance appraisal tool are analyzed by referring to relevant research literature such as performance appraisal,Affordable Housing property management and Balanced Score Card.Thirdly,through case analysis and experience reference,the Balanced Scorecard is used as a performance appraisal tool,combined with W Company’s work objectives to draw a strategic map,starting from four dimensions of customers,finance,internal processes,learning and growth,and building a performance appraisal system.And use the analytic hierarchy process as a tool to determine the relative weights of different dimensions and assessment indicators.Fourth,the possible problems in the implementation process of performance appraisal are predicted and corresponding implementation process management measures are formulated.The purpose of this paper is to provide reference suggestions for the performance appraisal system reform of W Company,and try to improve the service level and comprehensive management ability of the company by using the performance appraisal system based on Balanced Scorecard.
