The report pointed out that high-quality development is the primary task of building a modern socialist country in an all-round way,and comprehensively promote rural revitalization.To comprehensively implement the rural revitalization strategy,we need to give priority to agricultural and rural development and integrate urban and rural development.We urgently need to deepen the reform of the rural land system,put unified urban and rural construction land into the market,and open a window for unimpeded flow of factors of production between urban and rural areas.Although the entry of collective commercial construction land into the market plays an important role in solving the problems of agriculture,rural areas and farmers and promoting the integrated development of urban and rural areas,as a complex systematic project,there are still potential threats to collective rights and interests,food security and many social instability development to some extent.Therefore,it is necessary for the high quality development of our country to evaluate the risk of social stability of collective business construction land.This thesis preliminarily identifies the risk factors of collective commercial construction land entering the market and determines the index system of social stability risk assessment of collective commercial construction land entering the market.In addition,the thesis constructs the social stability risk assessment system of collective commercial construction land into the market through the analytic hierarchy model,Likert five-level scoring scale and comprehensive index evaluation model,providing a complete system for empirical research.Finally,the thesis takes Anhui Province as an example to carry out empirical research to obtain the weight and influence degree of each risk factor,and uses the primary and secondary analysis method to determine the primary and secondary risk factors affecting social stability of collective commercial construction land in Anhui Province,and then puts forward targeted risk prevention and solution measures.The main research results are as follows:(1)The social stability risk factors of collective profit-oriented construction land entering the market are mainly reflected in five aspects: policies,regulations,project approval,construction and operation management,economic benefit impact,natural and social environmental impact,and land management.Based on the decomposition of the five levels,combined with the social questionnaire survey to identify and analyze 18 risk factors,and based on this,construct the social stability risk assessment index system of collective commercial construction land into the market.(2)Based on the ownership confirmation model and the survey questionnaire,it is concluded that the main social stability risk factors for the market of collective commercial construction land are the rational risk of interest distribution,the risk of information disclosure and public participation,and the risk of project approval,review and approval procedures.It is necessary to examine the balance of interest distribution,pay attention to the protection of democratic rights and interests,and promote the optimization of government procedures.(3)The social stability risk of collective commercial construction land in Anhui province belongs to low risk,but it still needs to take prevention and control measures for the main risk factors.Risk early warning measures are put forward from six aspects:(1)We should establish a land income distribution mechanism that runs through the market and takes into account the state,collective and individual.(2)We will improve the information disclosure mechanism and implement democratic participation procedures.(3)We will simplify the procedures for reviewing,submitting,and approving the use of collective,for-profit construction land for market use,and reduce the cycle of administrative procedures for such use.(4)We will strengthen the effective linkage between the formulation of relevant plans,industrial development policies and the marketing of collective for-profit construction land.(5)We will improve the comprehensive and dynamic inspection mechanism for land use,and build a supervision mechanism involving multiple actors,including society,government departments and farmers’ collectives.(6)Clarification related resettlement compensation and relief,and the establishment of a complete market social security mechanism.
