As the core force of the development of the state-owned economy,state-owned enterprises directly affect the leading role of the state-owned economy in the economy and society.Therefore,state-owned enterprises implement the professional manager system,and use professional people to do professional work,which has a positive effect on the enterprise’s strengthening and expansion.The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China proposed that state-owned enterprises should gradually establish a professional manager system,independently train or introduce professional managers,and conduct professional management of enterprises.However,in the process of implementing the professional manager system,state-owned enterprises have generally encountered some problems such as policy blanks,institutional obstacles,constraints of traditional concepts,and constraints of internal interest structure.For example,the central government has not yet issued the top-level system design of the professional manager system,the way to combine the principles of party management with professional managers,the standards and procedures for the identification of professional managers in state-owned enterprises,the standards for performance appraisal and salary verification,and how to supervise and manage them.Implementation is unclear.In the process of implementation,the overall progress in the implementation of the professional manager system is relatively slow,and a set of replicable,generalizable and operable models has not been formed.State-owned SH Company found that when implementing the professional manager system,professional managers did not play their due role,and were even inferior to managers appointed by higher-level organizations in many aspects.Therefore,this research mainly studies the implementation of the professional manager system in State-owned SH Company,improves the effectiveness of the implementation of the professional manager system,and provides inspiration for the implementation of the professional manager system in my country’s state-owned enterprises.The research adopts the methods of literature research,survey research and comparative research to analyze the current situation,problems and reasons of the professional manager system of State-owned SH Company,and propose solutions to the implementation of the professional manager system of State-owned SH Company.The research conclusions of this study are summarized as follows:(1)Investigation and analysis of the implementation of the professional manager system in State-owned SH Company,the study found that there are problems such as imperfect governance mechanism,low degree of market selection and recruitment,unclear responsibility boundary,inappropriate performance incentive mechanism,and absence of market exit mechanism..As well as the lack of market exit mechanism and other issues,the causes of the problems were analyzed from the inside and outside.(2)The problems existing in the implementation of the professional manager system are proposed to take the double-hundred action as an opportunity to promote the deepening of mixed ownership reform,improve the internal training system for professional managers,clarify the subject qualifications,rights,responsibilities and obligations of professional managers,improve the salary management system,and establish substantial Suggested strategies are put forward in terms of exit and accountability mechanisms.This study can further enrich domestic research on the professional manager system,and provide inspiration for the implementation of the professional manager system in state-owned enterprises.Moreover,the implementation of the professional manager system in state-owned enterprises is the direction of the future reform of state-owned enterprises.The research on the implementation of the professional manager system and related suggestions and measures have certain reference value for the actual implementation of state-owned enterprises.
