Study On The Integration Development Of Three Industries In Yunyang County From The Perspective Of Consolidating The Achievements Of Poverty Eradication

The year 2023 is the opening year of comprehensively implementing the spirit of the 20 th Party Congress,and it is the key year to consolidate and expand the achievements of poverty eradication and rural revitalization effectively.The State Council issued the 14 th Five-Year Plan for Promoting Agricultural and Rural Modernization,pointing out that the spirit of poverty eradication should be vigorously carried forward and the effective connection between consolidating and expanding the achievements of poverty eradication and rural revitalization should be done,and the Party Central Committee has set up a five-year transition period to realize a smooth transition from poverty eradication to rural revitalization strategy,i.e.,for consolidating and expanding the achievements of poverty eradication.stage.There are two main objectives in this stage: first,to guard the bottom line and prevent the occurrence of large-scale poverty return;second,to stimulate the endogenous development momentum of those who have already escaped from poverty.To achieve the above two goals,the sustainable development of rural industries is required.As of2022,the development of rural industries has driven nearly 70% of households out of poverty nationwide to achieve income growth,which highlights the importance of sustainable development of rural industries in consolidating and expanding the results of poverty eradication.During the consolidation and expansion of poverty eradication,two problems in the sustainable development of industry should be addressed.Secondly,during the transition from solving absolute poverty to solving relative poverty,a series of changes have occurred in the support policies,from the state "blood transfusion" to the less developed areas to invest funds and talents to develop rural industries to increase the income of households that have escaped poverty,to To stimulate the endogenous development momentum of the poor households in the less developed areas in order to realize the "blood-making" development of the less developed areas.At the end of the war on poverty alleviation,Yunyang County in Chongqing expects to achieve sustainable development of rural industries by laying out the path of industrial integration,but since the degree of industrial integration is shallow,the mode of industrial integration in Yunyang County needs to be further optimized.The author mainly adopts various methods such as literature survey method,questionnaire research method and case study method to conduct field research in Yunyang County,Chongqing.Firstly,through the relevant literature reading,the inner mechanism of rural industrial development and consolidation and expansion of poverty alleviation achievements is analyzed.Secondly,through the questionnaire survey of farmers,the interview survey of related organizations and the comprehensive analysis of industrial integration development information provided by Yunyang County Rural Revitalization Bureau.According to the author’s field research,the problems in the three industrial integration modes in Yunyang County are analyzed comprehensively.Firstly,there are problems in the process of integration of one and two industries in rural industry,such as poor households cannot share the profits of the integration of one and two industries;low market competitiveness of agriculture-related processing enterprises;lack of professional talents;and low industrial content of high-tech penetration.Secondly,the process of integration of one,two and three industries in rural industry has the problems of imperfect logistics facilities;poor online sales;and the formation of competitive relationship between households and enterprises.Third,there is low level of industrial integration in the process of integration of one,two and three industries in rural industries;loose linkage of interests between farmers and enterprises;foreign capital squeezing farmers’ operating profits.In view of the problems in the above three industrial integration modes,the author proposes three paths to solve the problems: integrating idle resources,top-level planning and design;developing agricultural multi-functionality and extending agricultural industry chain;improving industrial integration infrastructure and promoting farmers’ income and energy increase.This study analyzes in depth the main problems faced by the three industrial integration development modes in Yunyang County through typical cases,with a view to guiding specific practices through classical theories and realizing the development paths through the integration of three industries to find realistic and theoretical bases for consolidating and expanding the results of poverty eradication.
