| With the reform and deepening of the urban housing system,although the traditional low-rent and average housing welfare distribution system has gradually been transformed into a commercialized and monetized preferential housing distribution system,and a multi-level housing supply system based on affordable housing has been established to provide different forms of affordable housing for families with low and middle incomes and below,and commercial housing for families with middle incomes and above.However,due to the economic strength,the pressure of infrastructure construction funds and the degree of housing difficulties of residents,most local governments have appeared the "GDP doctrine" of housing development and the "relief gift concept" of housing security,resulting in the insufficient supply of affordable housing,resulting in a serious imbalance between the supply and demand structure of urban housing,and a coexistence pattern of "tight supply of affordable housing and a large number of empty and waste of commercial housing",it will seriously affect the optimal allocation of housing social resources and the fairness and justice of housing.On the other hand,under the economic bias of the housing policy,not only does the housing distribution policy mainly encourage the families with the ability to purchase housing in the market above the middle income level,but also the natural resource property attribute of housing and the housing price continue to rise,which makes the concept of housing investment increasingly strengthened,leading to people’s strong willingness to purchase housing,which makes the rate of housing ownership in China’s cities and towns very high,In addition,the imperfection of the marketization mechanism of housing lease and the nonstandard behavior of market lease ultimately make it difficult to effectively form the standardized market of housing lease,which makes people more inclined to purchase forms than to obtain the long-term residential housing they need in the form of lease.That is to say,the will and form of the housing "rent and purchase" market have been deformed and formed because of the structural imbalance between supply and demand under the insufficient supply of affordable housing,the concept of housing investment and the long-term growth of the property of housing investment products.To this end,the paper will study the formation mechanism and promotion measures of urban housing "rent and purchase" policy,strive to rationalize the housing supply structure,rationalize the housing "rent and purchase" demand,and then promote the rationalization of the housing "rent and purchase" structure,will and form,and promote the long-term healthy and stable development of the housing market.Based on the existing research literature,this article mainly uses methods such as combining historical analysis with practical investigation,and combining literature research with comprehensive induction.Firstly,it combs the development and evolution of China’s housing "rent purchase" policy,and clarifies the historical background and logic behind the emergence of the "rent purchase" policy;The second is to reasonably revise the multi source flow theoretical model based on China’s actual national conditions,and use the revised multi source flow theoretical model to analyze the problem source,policy source,political source,and convergence process of the formation of the "rent purchase simultaneous development" policy,as well as the reasons and processes for the formation of the "rent purchase simultaneous development" policy;Third,based on the implementation of the "Beijing,Shanghai,Guangzhou,and Shenzhen" four typical cities,collect relevant data through field investigation,and conduct regression analysis and path correlation analysis on the data to analyze the obstacles encountered in the promotion of the "rent and purchase simultaneously" policy in 12 pilot cities;Fourth,in response to the resistance issues encountered during the implementation of the policy,explore the path for promoting the "rent and purchase" model,in order to implement the Party Central Committee’s positioning of "housing without speculation",promote the return of the essential attribute of "housing",and accelerate the formation of a housing system with multiple subjects,multi-channel security,and rent and purchase,so that the people can live in their own homes... |
