In 2020,the research group of the survey and statistics department affiliated to the People’s Bank of China released a survey report on the property ownership status of Chinese urban residents.It can be seen that the average number of houses owned by Chinese households is as high as 1.5,and the home ownership rate is as high as 96%,among which 40%families own at least two houses.In stark contrast to the thriving home purchase market the development of China’s housing rental market has been in a stagnant state.A mature and healthy real estate industry should be composed of two main bodies-the commercial housing market with a reasonable price range and the housing rental market to meet different levels of rental demand.However,the current development status of the real estate industry in China is deformed,resulting in a lot of social problems,such as:real estate prices in first-tier and second-tier cities have soared and remain high,and there is a high deviation from the per capita disposable income,urban middle and low income residents and floating population groups can not afford to meet the market price of commerdal housing.In this context,this paper studies the implementation of housing rental policies in Shangha,with the purpose of studying whether fhere are problems in the implementation of these policies and analyzing the reasons hehind the problems.Its significance is helpful to the healthy development of our real estate market the real house to return to its residential property.At the same time,the release of housing loans caused by high housing prices squeeze daily consumption.which also caters to the new development concept proposed by the third session of the National People’s Congress held in Beijing in May 2020,which should focus on the large circulation of domestic brokerage and promote the double circulation of domestic and foreign brokerage.Therefore,the study on the implementation of housing rental policy under the background of "rent-purchase combination"has played a great role in promoting the circular development of our internal brokerage system.Based on the proposals and policies related to housing rental in recent years,this paper uses John W.Guindon’s multi-source theory to explain the output background of a series of policies related to housing rental,and identifies the three sources of Guindon’s theory carresponding to the various links in the process of housing rental policy.In terms of policy implementation,according to the experience of MacLoughlin’s mutual suitability model and the four logics of the mutual suitability model,the relevant administrative departments and authorized agencies of the government are taken as policy implementer.and the leasing enterprises,long-term leasing agencies,lessors and lessees are taken as policy recipients.Through the interaction process between policy implementer and policy recipients,and the interaction process between policy recipients and recipients,This paper mainly explains and analyzes the implementation of the housing rental policy in Shanghai through the contradictions between the policy goals and the current situation of the implementation,aiming at the extent of the policy awareness among the social masses,the contradictions and dilemmas encountered by the implementation departments in various fields during the whole process of promoting the policy and whether the policy recipients can solve the current dilemmas under the relevant policies.By referring to the existing research results of scholars in various fields,the author summarized the experience of predecessors,and conducted in-depth and specific understanding of the various links in the implementation process of policies for policy implementers,such as rental housing approval departments,housing economic agencies,and policy recipients,such as leasing enterprises,intermediaries,lessors,and renters,through interviews.Finally,combining various official data,this paper studies the implementation of the current housing rental policy in Shanghai.Through a series of housing rental policies issued by the Shanghai Municipal government in recent years and the actual implementation situation,this paper finds out the implementation objectives,implementation methods and the contradictions between the policies and the reality in the implementation of the policies,so as to find the problems in the implementation process of the policies.Though investigation,the author finds that there are some problems in the implementation of the housing rental policy of Shanghai Municipal Government,including:The local government lacks the motivation to implement the housing rental policy,supports the deviation of the policy object,the difficulty of "the same right to rent and purchase",the single leasing structure in the market,the immature operation mode of leasing enterprises,and the low level of public awareness of the housing rental related policies.Through the factors mentioned by the interviewees in the literature and interviews,the reasons behind these phenomena are analyzed,such as the lack of motivation for policy implementation by the local government,the separation of the institutional support system from the policy environment,the imperfect allocation of resources in the housing rental market,the lack of relevant laws and regulations,and the low efficiency of policy publicity.Because of the existence of these problems in many links,the implementation effect of Shanghai housing rental policy is not satisfactory,and the policy goal of Chinese housing rental policy still has a certain deviation.As for such problems,the author believes that increasing the policy implementation power of government departments improving the relevant institutional support system,changing the resource allocation pattern of the rental market,perfecting relevant policies and regulations,and improving the way of policy publicity can alleviate and improve the problems of the Shanghai Municipal government in the process of housing rental policy implementation.Can improve our country in real estate housing rental related policy implememtation results.
