The efficient allocation of urban land resources is the most important to achieve high-quality development of China’s economy.The purpose of this study is to explore the impact of the allocation of urban land resources on the economic efficiency of large-scale transfer of industrial land and limited supply of commercial and residential land.It is structured as follows.First,the paper makes an in-depth theoretical study on the impact of urban land resource allocation on urban economic efficiency after a synthesis of relevant theories in the literature.Secondly,using descriptive statistical analysis,visual analysis and other methods,comb the development of China’s urban land resource allocation and urban economic efficiency.Thirdly,the paper empirically tests the direct and indirect effects of urban land resource allocation on urban economic efficiency by using fixed effect model,spatial measure model,system GMM,intermediary effect model,etc.Finally,on the basis of theoretical and empirical analysis,from the land allocation,industrial structure,scientific and technological innovation,ecological environment and other aspects,this paper puts forward some relevant countermeasures and suggestions for promoting the effective allocation of urban land resources and the promotion of urban economic efficiency.The main conclusions are as follows.a.The allocation of urban land resources and urban economic efficiency in China have time series and regional characteristics.In time series,urban land resources in China tend to be optimally allocated,and urban economic efficiency as a whole shows an upward trend.In terms of space,according to the division of east,middle and west regions,the index of urban land resource allocation in China is in the order of east > middle > west,the economic efficiency of the cities in the east of China is higher than that of the middle and west.b.The allocation of urban land resources has a sustained restraining effect on urban economic efficiency.The inhibition of urban land resource allocation on urban economic efficiency will last for about two years,and the inhibition has passed the endogenous test and the robustness test.In particular,based on the spatial Durbin stochastic effect model,it is found that the improvement of urban economic efficiency in adjacent areas or economic adjacent areas can significantly promote the improvement of urban economic efficiency in this area.Moreover,the promotion of the local city economic efficiency to the nearby city economic efficiency is less than the promotion of urban economic efficiency in economically contiguous areas.In addition,the allocation of urban land resources in adjacent areas or economic adjacent areas will significantly inhibit the improvement of urban economic efficiency in the region.c.The allocation of urban land resources has obvious regional heterogeneity and urban scale heterogeneity in restraining urban economic efficiency.The allocation of urban land resources in the central and northern cities of China has a great restraining effect on the economic efficiency,while the allocation of urban land resources in large cities has a significant restraining effect on the economic efficiency,the land resource allocation of small and medium-sized cities and super-large cities has no significant effect on urban economic efficiency.d.The allocation of urban land resources can restrain the improvement of urban economic efficiency mainly through the effects of industrial structure,technological innovation and ecological environment,especially the intermediary effect of ecological environment.In the relationship of the influence of the allocation of urban land resources on restraining the promotion of urban economic efficiency,77.92% of the upgrading of industrial structure in the industrial structure effect plays an intermediary role in restraining the promotion of urban economic efficiency.In the effect of technological innovation,the government investment in technological innovation funds plays an intermediary role of 16.30% to restrain the promotion of urban economic efficiency.In ecological environment effect,the gas pollution plays an intermediary role of 87.27% and the industrial wastewater discharge plays an intermediary role of 17.67% to restrain the promotion of urban economic efficiency.It is an important task for China’s high-quality economic development to solve the problem of low-efficiency allocation of urban land resources and to Promote the realization of optimal allocation of land resources to promote the efficiency of urban economy.Theoretical research and empirical analysis have clarified the role of urban land resource allocation in urban economic growth,and also revealed the intermediary role of industrial structure,technological innovation and ecological environment in its relationship.In order to give full play to the economic allocation effect of land resources and further promote high-quality economic development,the following countermeasures and suggestions are proposed:a.Optimizing the allocation of urban land resources to improve the efficiency of land use.As the allocation of urban land resources through large-scale remising of industrial land and restricted supply of commercial and residential land is not conducive to the promotion of urban economic efficiency.Therefore,the local government should adjust the allocation mode of urban land resources,optimize the allocation proportion of urban land resources,and improve the allocation efficiency of land resources.On the one hand,to strengthen the control of industrial land to prevent excessive expansion of industrial land.On the other hand,appropriately increase the proportion of commercial and residential land,reduce local financial dependence on commercial and residential land.b.Optimizing the proportion of land allocation by classified measures and giving full play to the advantages of natural resources.Due to the great difference in the impact of different regional cities and different sizes cities land resource allocation modes on urban economic efficiency,therefore,it is necessary to fully measure the impact of different urban land resource allocation on the development of urban economic efficiency in different stages,and optimize the allocation proportion of urban commercial and residential land and industrial land.c.Paying attention to the transformation and upgrading of industrial structure and strengthening the pollution control in industrial land.Industrial bias in the allocation of urban land resources makes the supply of tertiary sector of the economy insufficient and is not conducive to the transformation and upgrading of industrial structure.Therefore,in the promotion of industrial structure from the low-end to the high-end of the new stage,paying attention to the transformation and upgrading of industrial structure,give full play to the advantages of leading industries,and devoting to creating innovative leading industrial cities.In addition,in environmental governance,enterprises are given the flexibility to choose advanced technology to achieve energy saving and emission reduction,and local enterprises are encouraged to internalize energy saving and emission reduction into their own development momentum..d.Increase government investment in innovation to promote the development of high-tech industry.It is found that the allocation of urban land resources has an impact on urban economic efficiency mainly through the way of government investment in science and technology innovation.Therefore,government investment in innovation should be increased under the background of national innovation-driven Strategy,improving the innovation ability of cities,weakening the restraining effect of the allocation of urban land resources on the technological innovation,and promoting the development of high-tech industry.
