The relationship between urban and rural areas has always been an important issue of social development,and with the rapid economic development and rapid social progress after the reform and opening up of our country,the big gap between urban and rural areas,the backward development of rural areas and the hollowing out of rural areas have inevitably become serious obstacles to the sustainable development of urban and rural areas in our country,the realization of urban-rural integration is the only way to solve the problem of urban-rural relationship in our country.As the central city of Northeast China,the study of urban-rural integration development in Harbin can not only solve the urban-rural problems of Harbin scientifically and effectively,but also give reference and help to the urban-rural integration in northeast China.Based on the data of Harbin from 2011 to2020,this paper analyzes the urban-rural integration development in Harbin.First,based on the relevant theories of Comprehensive Evaluation and Harbin's actual situation,a comprehensive evaluation index system for the level of urban-rural integration development in Harbin was established from three aspects: economic,social and spatial,the weights of the selected indicators were calculated using the entropy method,and then the comprehensive level of urban-rural integration development of Harbin city and its nine counties(cities)was calculated.Secondly,the paper analyzes its temporal and spatial development characteristics,and forecasts the urban-rural economic integration,urban-rural social integration and urban-rural spatial integration in Harbin.Finally,according to the problems reflected in the time-space analysis and prediction,some suggestions are put forward.This paper draws the following conclusions from the study of urban-rural integration in Harbin:The level of urban-rural integration in various counties(cities)of Harbin has improved,but there is still an imbalance in the growth process;From a hierarchical perspective,the level of urban-rural integration in Harbin has improved in three aspects: economy,society,and space.Among them,the growth rate of urban-rural economic integration is higher than that of urban-rural social integration and higher than that of urban-rural spatial integration;From the perspective of regional distribution,there are significant differences in urban-rural integration among different counties(cities)in Harbin,with a high level of urban-rural integration development in the eastern region and a low level in the western region as a whole;Based on the current development situation of urban-rural integration in Harbin,in the ten years after 2020,the urban-rural integration in Harbin will still maintain an upward trend,but the growth rate is relatively slow;The imbalance in urban and rural economic development is mainly manifested in the significant differences in location conditions and economic levels between the jurisdiction and 9 counties(cities)in Harbin,insufficient financial support for agriculture,low efficiency of agricultural industries,and a single source of income for rural residents.This leads to a generally low level of rural income and a significant difference in urban-rural income.The large gap in social construction between urban and rural areas is manifested in the following aspects: severe shortage of educational resources in rural areas,weak teaching staff,imbalanced allocation of educational facilities and resources,large gap in education expenditure between urban and rural areas,a lack of medical and health resources in rural areas,a significant decrease in the number of health technicians and healthcare expenditures compared to urban and rural areas,and accompanied by unreasonable distribution of population resources between urban and rural areas;Although urban-rural spatial integration has maintained stable growth,there is a significant gap in the density of urban-rural road networks among counties(cities),and the lack of convenient communication between urban and rural areas hinders the process of urban-rural integration;Due to the influence of location conditions,the level of urban-rural integration development in spatial layout is not reasonable.Currently,there are significant differences in resource conditions and public services owned by different regions.The counties(cities)in the western region are affected by the agglomeration effect of Harbin’s jurisdiction,and their economic and social development is significantly better than those in the eastern region.At the same time,the radiation driving effect of the municipal jurisdiction is weak,and the degree of impact on the eastern counties(cities)decreases gradually with distance,Causing significant differences in things.It is difficult to form a development model where urban and rural areas drive rural areas and complement urban and rural resources.Based on the research findings,the following suggestions are proposed:;Macroscopic regulation of urban-rural integration development in different dimensions,filling the gaps in development,and forming economic,social,and spatial co frequency development,mutual promotion,and common progress.In terms of economic development,there is still room for optimization of the industrial structure in Harbin.It is necessary to adjust the industrial structure,provide agricultural labor productivity,improve the living standards of rural residents,and expand the income channels for farmers;In terms of social development,the issue of uneven distribution of infrastructure elements between urban and rural areas is prominent.It is necessary to ensure the accelerated development of rural education,healthcare,and insurance,promote the rational allocation of resources between urban and rural areas,and reasonably allocate urban and rural population flow to steadily improve the process of population urbanization;In terms of spatial development,road network construction can be used as a focus to establish a high coverage road network that combines highways and railways,and improve transportation connections between counties(cities). |
