In recent years,the land system reform of rural "three rights separation" has been put on the agenda.In order to advance the rural land right confirmation in an orderly way and adapt to the reform of The Times,it is necessary to establish an open,fair and orderly circulation platform--rural property rights trading market.According to the actual situation of the rural property rights trading market in Heilongjiang Province,this paper describes the background of the construction of the rural property rights trading market in Heilongjiang Province,and combs the market elements such as policies and regulations,trading varieties,trading methods and the current system composition of the rural property rights trading market in Heilongjiang Province.At present,there are some problems in Heilongjiang rural property rights trading market,such as unsound policies and regulations,unclear ownership of main body,incomplete trading range and varieties,inadequate market supervision,unimplemented trading incentive mechanism and imperfect trading platform construction.Based on basic concepts such as rural property rights trading market and related theories,this paper constructs an indicator system for the development level of rural property rights trading market in Heilongjiang Province,measures the development level of rural property rights trading market in Heilongjiang province and the development level of rural property rights trading market in various regions of the province,and explores the factors affecting the development of rural property rights trading market in Heilongjiang Province.The results show that:(1)From 2019 to 2021,the development level of rural property rights trading market in Heilongjiang Province continues to improve,showing a steady upward trend on the whole,gradually moving toward marketization,and the growth rate is very significant.Among them,the development rate is greater than the platform development efficiency than the market innovation ability than the transaction subject.(2)On the whole,from 2019 to 2021,some cities showed a downward trend,indicating that there was an irrational transaction price setting,which could not reach the village collective normal income.(3)In terms of the change trend of platform development efficiency,there is an upward trend from 2019 to 2021,in which Qiqihar City,Shuangyashan City,Heihe City and Suihua City have a significant growth change range.From 2019 to 2021,each region has an obvious phenomenon of launching trading projects on the platform.The trend and better development of rural property rights trading market are explained.(4)In terms of the change trend of the development level of market innovation ability,there is an increasing trend from 2019 to 2021,among which Jixi City,Daqing City,Shuangyashan City and Heihe City increase significantly in the number of trading platforms and the category of inbound trading projects,while the other regions have a low level of platform construction and development.(5)From the perspective of influencing factors of the development of rural property rights trading market in Heilongjiang Province,due to unclear relevant policies and regulations,inadequate publicity,unreasonable pricing of transaction flow,unimplemented mortgage financing loans,dispersed property rights,complex geographical conditions and other factors,farmers are not willing to enter the transaction and are not willing to change their inherent cognition.Thus,it restrains the development level of rural property rights trading market in Heilongjiang Province.Factors such as inadequate supervision of the whole transaction process and self-changing land nature will lead to some avoidable disputes between the two sides of the transaction,which will reduce the number of participants in the transaction over time.The improvement of agricultural mechanization level means the improvement of agricultural production level,and then promote the development of rural property rights trading market in Heilongjiang Province.Finally,based on the above research conclusions,this paper puts forward four countermeasures and suggestions,which are to improve the relevant policies and regulations of rural property rights trading in Heilongjiang Province,clarify the ownership and types of rural property rights trading market in Heilongjiang province,strengthen the construction of rural property rights trading platform in Heilongjiang Province and strengthen the supervision and regulation of rural property rights trading market in Heilongjiang Province.
