After20years of practice and exploration and development, China’s property rightstrading market has come to a critical moment in the need of innovation and change,in-depth analysis of the factors that influence the development of the equity marketand the role of innovation has a very important significance. Changchun, JilinProperty Rights Exchange Center is a central market for optimizing and allocating theresources in Jilin Province, is a service window for promoting the development ofsmall and medium enterprise financing, however, it has many problems indevelopment.This paper is based on the theory of property rights trading market, institutionalchange theory and so on, comparatively study the similarities and differences ofhistory,current status and patterns of property rights trading markets in domestictypical provinces, compare and learn the practices and experience of the developmentof property rights exchange market, in the varieties of innovation and the internalmanagement mechanism, inter-provincial regional property market construction fromBeijing, Tianjin, Shanghai, Chongqing and other large-scale, higher activity regions,combined with the typical events of regional property rights markets, acomprehensive analysis of the characteristics, evolutionary trends and influencingfactors of the development of china’s property market is presented and so on. Thispaper uses quantitative research methods to analyze the relationship of the propertymarket and economic development, and Granger causality test method to verify itstwo-way relationship of influence. With the introduction of dummy variables measurement analysis method, show the decisive role of institutional innovation onthe regional property market development, and to extract the inherent law of propertymarket development.On the basis of the above studies, this paper carefully analyzes the status,characteristics and problems of the regional property market development in JilinProvince, analyzes in detail the constraints of function and role, and give full play tothe advantages of market environment, institutional mechanisms, and supportingmeasures, combined with opportunities and impact of implementation of "12th Five-Year plan” in Jilin province, proposes suggestions and countermeasures to developJilin’s property right market. That is to take a variety of innovative,carry out value-added services, build a new service platform, expanse the space of SME financingand corporate mergers and acquisitions, strengthen inter-regional cooperation,networking, speed up the construction of multi-level capital market system, and so on.
