The report of the 19 th National Congress of the Communist Party of China points out that "all the people must have a greater sense of gain and joy in the joint construction and shared development, enhance our development achievements and share the benefits in a fair way." The people’s sharing of the fruits of social and economic development must be achieved through income distribution, which is also the foothold of shared development.Since the reform and opening up,China’s sustained high economic growth has effectively promoted the increase of residents’ income, but its Gini coefficient has always been higher than the international warning level of 0.4,which reflects that the problem of unfair income distribution in China still cannot be ignored. So what kind of income distribution can represent shared development? As far as China’s basic economic system is concerned,"distribution according to work is the main mode of distribution, and there are also various other modes of distribution" is undoubtedly the institutional guarantee for realizing shared development. The role of distribution according to work in shared development is exactly the question that this article attempts to answer.Theoretically speaking, distribution according to work is a consideration of both incentives and sharing, which is exactly in line with the goal of shared development, but whether the mechanism of distribution according to work can be verified in practice is still a question that needs to be answered. This paper sorts out the related literature on shared development and distribution according to work, and on this basis, systematically analyzes the impact mechanism of distribution according to work on shared development.and believes that distribution according to work promotes economic development through incentives to optimize resource allocation, especially labor resource allocation,on the one hand, and on the other hand, the results of distribution according to work achieve the sharing of development achievements.Given the understanding of the basis for theoretical research on shared development,a shared development index is constructed and combined with the multi-parameter income distribution fitting method to analyze the current situation of shared development in China.According to the database of CFPS and CGSS from 2010 to 2017,the shared development level of each provincial-level region in China is measured. The results show that there are obvious regional differences in the shared development level among Chinese provinces, and the shared development level of the eastern region is significantly better than that of the central and western regions.Overall, there is still a lot of room for improvement in China’s shared development level. This paper conducts an empirical test by constructing a model based on provincial panel data from 2010 to 2017,and verifies that distribution according to work has a contributing effect on shared development.Specifically, the empirical results reflects that the increase in the proportion of labor remuneration contributes to promote the realization of shared development.Further testing reveals that distribution according to work optimizes the allocation of labor resources through the incentive effect, promotes economic development, and verifies the impacting mechanism it promotes shared development.Adhering to the principle of distribution according to work is an important way to achieve shared development. Therefore, how to determine on the main role of distribution according to work is an important issue we face.In view of this, this paper puts forward countermeasures and suggestions on how to give full play to the leading role of distribution according to work in income distribution, and build a reasonable pattern of income distribution.
