In recent years, our country’s labor remuneration has been rising with less surplus rural laborers and the shrinkage of the working-age population. In the meantime, affected by a general increase in the labor productivity and the support of policy, the labor remuneration is on the rise. From 2004 to 2012, the average salary of urban employees was increasing from 15,920 yuan to 46,769 yuan, the average nominal growth and real growth was 14.42% and 11.05%. However, From the perspective of the labor compensation proportion in first distribution of national income:the proportion declines from 50.84% in 2004 to 47.49% in 2011. Compared with the developed countries’60%-70% level and the developing countries’50%-60% level, China’s labor remuneration is still low. It is necessary to continue to improve the labor remuneration to form a reasonable and orderly pattern of income distribution.But for the capital, labor remuneration is the cost; it is possible to rise the labor remuneration only when the capital has the normal profit. Therefore,the study of labor remuneration increase rate should be established on the basis of the normal operation micro-enterprises and macroeconomic. In this paper, we analyzed the labor remuneration of China’s construction in 2004 to 2011 by using Cobb-Douglas production function and Eviews software. The empirical results show that China’s labor compensation and labor contribution become more consistent. Then, we built a social function salary model to analyze the labor remuneration increase rate is 8.3964%. Further, through the establishment of a linear regression model to analyze the impact on the operation of macroeconomic. The empirical results show that improving labor income could boost consumer spending, increase exports and reduce unemployment. Therefore, improving the labor remuneration is necessary and feasible.Finally, this article summarizes, improves and innovates the measures of increasing the wages of labors. Firstly, with the changes of external environment, the measures should be put forward based upon perspective of increasing wages and employment rate:first, it is necessary to consolidate and develop unswervingly the public sector of the economy, and have them play an exemplary role. Secondly, make the government should reduce the small businesses’tax burdens and improve the financing environment, so that keep high employment rate. Thirdly, increasing workers’productivity is the fundamental path, including adjust the education structure, increase the investment of vocational education; make use of rare historical opportunity of the upgrading and transferring of the industries, establish regional personnel training mode; distribute the labor resources reasonable. Fourthly, guided by the social function salary model, this article specifies enterprises with better benefits should give their staff wages which is consistent with their contribution or share benefits with them. At the same time, the government should standardizes and guides the execution of collective wage negotiation system and the minimum wage in capital.
