Abstract/Summary:
At present,the centennial change and the century epidemic are intertwined,the changes in the international situation are becoming more and more profound and complex,the global economy is in a downturn,and the instability and uncertainty have increased significantly.Scientific and technological innovation,as the main battlefield of the game among great powers,has increasingly become a key variable to activate the economic market and change the economic landscape.The information and communication technology(ICT)industry driven by technological innovation has become a strategic "highland" that countries are scrambling to seize.ICT industry is a typical patent intensive industry,relying on patents to enhance core competitiveness.However,the increasingly severe patent risk situation makes the innovation and development of ICT enterprises difficult.Therefore,balancing the interests between technological innovation and patent protection is a required subject for Chinese ICT enterprises to go abroad.Taking ICT enterprise technology innovation projects as the object,this paper studies the source of patent risk in the whole life cycle of the project,evaluates the level of patent risk and puts forward targeted risk countermeasures.First of all,on the basis of sorting out the research background,research status and related theories,patent risk factors are identified from the macro,meso and micro levels,and two dimensions of external environment and internal governance.This paper systematically constructs a risk assessment index system with 29 research indicators from 8 aspects including legal policy,economic market,social culture,technical difficulty,organizational attributes,financial management,foreign cooperation and rights protection consciousness;Secondly,according to the life cycle theory,the technological innovation project is divided into five stages: project initiation planning,design and research,external cooperation,delivery and review,market operation.Combined with the risk management structure of risk identification,risk assessment,and risk prevention,the patent risk assessment model of ICT enterprise technology innovation projects throughout the life cycle is built;Finally,the entropy weight TOPSIS method is used to objectively empower and comprehensively evaluate the patent risk evaluation indicators.The research results basically confirm the risk distribution law of "the more in-depth the technical innovation project stage is,the greater the patent risk is",and based on the comprehensive evaluation results,the feasibility suggestions for enterprises to prevent and resolve patent risk are put forward.This paper combines the project management theory,risk management theory and comprehensive evaluation theory to build the patent risk evaluation index system and patent risk evaluation model,aiming to further expand the research in the field of risk management through the comprehensive evaluation of the patent risk in the life cycle of ICT enterprises’ technological innovation projects,and aiming to explore and design a long-term mechanism for enterprises to prevent and resolve patent risk,so as to improve their risk prevention and early warning capabilities,finally to enhance the market competitiveness and achieve sustainable development.
