| With the continuous maturity and development of the market economy,the policy of attracting investment has had an important impact on regional economic development and is an important core work of regional development.Many preferential policies have been issued at the national level,and preferential policies and regulations on investment promotion have been issued at the regional and provincial levels.In 2004 and 2008,Zhejiang Province and Guangdong Province successively put forward the development idea of "vacating the cage to replace birds",further increased the strength of policy preferences to enhance the attractiveness to foreign capital,and various incentive measures such as "five exemptions and five reductions","cash subsidies" and other incentives to break the bottom line of preferential policies have emerged more and more.By October 2013,almost all provincial administrative regions had formulated and implemented regional preferential policies for foreign investment.Some provinces and cities have returned taxes and fees to foreign investors in disguised forms through financial subsidies,awards and other means,so that they can obtain significant price advantages in the domestic and international markets.Although such policies can attract a large amount of foreign capital in a short period of time and inject vitality into the regional market and economic development,the relevant policies are not sustainable and have a great impact on local enterprises,making them under unfair market competition.In addition,the country has not formulated uniform standards or norms for relevant policy preferences,which directly led to unreasonable policies and unfulfilled government commitments,It has a serious negative impact on the government’s social image and credibility.This paper is divided into six parts,starting from the research background and significance,based on the theory of public policy implementation,and on the basis of analyzing the research results related to investment promotion incentive policies at home and abroad,the implementation of investment promotion policies in Xiangfang District is studied.Based on the regional characteristics and development advantages of Xiangfang District,this paper analyzes the problems,policy status,policy implementation environment and other aspects in the implementation of the investment promotion policy,finds the problems in the investment promotion policy of Xiangfang District through distribution survey,visits and interviews,and puts forward countermeasures and suggestions to optimize the implementation of the investment promotion policy of Xiangfang District.This paper adopts literature analysis,comparative analysis,empirical analysis and other research methods,combined with the survey,and using the Smith model,to analyze the implementation of the current investment promotion policy of the Xiangfang District Government of Harbin City in a combination of theory and practice.It analyzes the implementation of the investment promotion policy of Xiangfang District from five factors: policy executors,policy itself,policy implementation objects,policy implementation tools,and policy implementation environment,Accurately locate the existing problems and explore the causes of the problems.Analyze how the government of Xiangfang District locates government functions,how to improve the level and efficiency of investment attraction,how to guide enterprises to grow,how to maximize their own advantages,and how to promote the construction process of service-oriented government.Aiming at the existing problems,the implementation suggestions on optimizing the implementation of investment promotion policies in Xiangfang District were put forward from five aspects:optimizing the main body behavior of investment promotion in Xiangfang District,strengthening the service and supervision of enterprises to improve the implementation effect of investment promotion policies,scientifically formulating investment promotion policies in Xiangfang District,optimizing investment promotion policy tools in Xiangfang District,and optimizing the implementation environment of investment promotion policies in Xiangfang District,It is expected to provide reference for the research of investment promotion policies in Xiangfang District and the improvement of the implementation capacity of investment promotion policies in Xiangfang District. |
