Research On The Impact Of Fiscal Decentralization On The Green Transformation Of China’s Economy

Since the reform and opening up,my country’s economy has developed rapidly and achieved a historic leap.However,high growth has also brought about problems such as high consumption of resources and energy,environmental pollution,etc.,which not only affects the sustainable growth of the economy,but also threatens people’s health.Therefore,it is imperative to get rid of the extensive economic growth mode of high consumption,high emission and low efficiency and promote the green transformation of my country’s economy.However,the transformation of a country’s economic development mode is inseparable from the government,and the government’s decision-making and behavior are significantly affected by the fiscal decentralization system.Therefore,it is of great theoretical and practical significance to study the impact of the fiscal decentralization system on the green transformation of the economy and its impact path.Focusing on the theme of the impact of fiscal decentralization on China’s economic green transformation,this paper incorporates the behavior of local governments into the analysis framework,and deeply analyzes the theoretical mechanism of fiscal decentralization affecting China’s economic green transformation,as well as the impact of fiscal decentralization on economic green transformation through local government behavior.path of.Then,an evaluation index system for economic green transformation was constructed from five aspects: economic growth,intensive utilization of energy resources,green life,scientific and technological innovation and ecological environmental protection.Provincial panel data from 2009 to 2019 to estimate the level of economic green transformation in each province.On the basis of theoretical analysis,the spatial econometric model and the mediating effect model are used to empirically test the impact of fiscal decentralization on my country’s economic green transformation,as well as the mediating effect of local government competition,financial technology investment and local protectionism.The empirical results show that: from 2009 to 2019,the overall level of China’s economic green transition is on the rise,and there is a positive spatial spillover effect,and areas with high levels of economic green transition are often linked together.Fiscal decentralization has a significant role in promoting the green transformation of the local economy,but it will hinder the process of economic green transformation in adjacent regions.The mechanism of “fiscal decentralization-local government behavior-economic green transformation” exists.Fiscal decentralization mainly promotes green economic transformation by promoting reasonable competition among local governments and increasing the intensity of local government financial technology investment.Intensified local protectionism in local and adjacent areas,but the impact of local protectionism on economic green transition was not significant.Finally,based on the empirical research results of this paper,combined with the current situation of China’s economic green transformation,it puts forward relevant policy suggestions such as strengthening regional exchanges and cooperation,deepening the reform of the fiscal system,and increasing local financial investment in science and technology.
