Abstract/Summary:
Taking the proposal of the social organization standards policy in 2015 as an opportunity,China began to cultivate and develop social organization standards,which is a major milestone in the history of standardization development and an important part of deepening China standardization reform,the purpose is to fully stimulate the advantages and vitality of market participation in standardization activities,so that social resources can be more optimally allocated,the government can shift more energy to the development of public interest standards.From the complex policy formulation process,we can dig out the core factors that affect the introduction of social organization standards policy,so as to better understand the functional positioning of social organization standards policy,and put forward more targeted policy recommendations for the development of social organization standards,so as to ensure the development of social organization standards.Therefore,this paper focuses on the detailed discussion and research on the motivation of the formation of social organization standards policy.This study is based on the analysis of domestic and foreign literature on the motivation of standardization,social organization standards,institutional change theory and other research findings,and analyze the relevant institutional change theories of Marx,North and Hayek to lay the theoretical foundation for the subsequent study.The internal rules of the market and the external rules of the government are found to drive the formation of social organization standards policies through the quantification of policy texts,and the specific dynamic mechanisms of social organization standards policy formation are revealed from the dimensions of internal and external rules,taking the practice of alliance standards emerging in China’s market and the standardization policies promulgated by the government as research objects,since entering the stage of socialist market economy,China’s productivity has been significantly improved and the existing standardized management system has not been able to adapt to the development of the socialist market economy,the market and the government have created a demand for establishing a new standard system.Specifically:(1)In the actual development process of standardization,Market follow the internal rules of spontaneous formation of industry autonomy and competitiveness enhancement,resulting in a large number of alliance standard practices,laying a deep practical foundation for the formation of social organization standards policies;(2)Guided by external rules for governance capacity strengthening and institutional learning,government departments change the lagging rule of discretionary standardization and introduce pilot group standards;(3)conflicts and coordination between internal and external rules continue to arise,and the practical experience of social organization standards is continuously accumulated,which ultimately leads to the formation of social organization standard policy.In the future,we should promote and improve the market-driven aspects,strengthen government guidance,promote government and market synergy aspects to optimize the policy environment of social organization standards,cultivate and develop good group standards,it will help China become a country which is strong on quality.
