Under the situation of globalization,the competition of comprehensive national strength among countries has become more and more fierce,while the competition between countries is ultimately the competition of technology and talent.Around Changsha-Zhuzhou-Xiangtan urban agglomeration plays an indispensable role in the revitalization of the central region’s development strategy.To make it a stronger growth pole for China’s regional integrated development,it is imperative to improve its science and technology innovation efficiency.Therefore,it is important to study the science and technology innovation efficiency of Around Changsha-Zhuzhou-Xiangtan urban agglomeration from the perspective of high-quality development,help the government and enterprises to understand the current situation of local technological innovation in each city,and explore effective ways to improve the science and technology innovation efficiency from the five dimensions of high-quality development.On the basis of sorting out the existing research at home and abroad,based on the status quo of technological innovation in the Around Changsha-Zhuzhou-Xiangtan urban agglomeration from 2010 to 2020,this paper builds a targeted science and technology innovation efficiency index system for the urban agglomeration,and adopts the three-stage DEA-Windows method to measure science and technology innovation efficiency of the urban agglomeration.The evaluation index system of high-quality development level is constructed from five dimensions of comprehensive benefit,coordinated development,green development,open development and shared development.The CRITIC-entropy method is used to determine the weight of each dimension and to measure the level of high-quality development.The Tobit regression model is used to analyze the factors affecting science and technology innovation efficiency in urban agglomerations.The research finds that:(1)Excluding the influence of external environment and random factors,the average comprehensive efficiency value and scale efficiency value of Around Changsha-Zhuzhou-Xiangtan urban agglomeration are both lower compared with the first stage,while the pure technical efficiency is higher compared with the first stage,and the low scale efficiency is the main factor leading to the reduction of science and technology innovation efficiency;(2)From 2010 to 2020,the overall high-quality development level of Around Changsha-Zhuzhou-Xiangtan urban agglomeration showed an overall growth trend,of which the severe drought in 2013 and the rare flood and COVID-19 pandemic in 2020 lead to a downward trend.The comprehensive index of high-quality development of Changsha-Zhuzhou-Xiangtan metropolitan ranks among the top three in the urban agglomerations,and Changsha has outstanding advantages in growth poles;(3)Comprehensive benefits,coordinated development,green development and open development all have a significant positive impact on the science and technology innovation efficiency in Around Changsha-Zhuzhou-Xiangtan urban agglomeration,while shared development has no significant effect on improving the science and technology innovation efficiency. |
