As the first independent demonstration zone in China,the Changsha-Zhuzhou-Xiangtan urban agglomeration plays an important role in building a well-off society and innovative development strategy.The Changsha,Zhuzhou and Xiangtan urban agglomerations are rich in science and education resources,and have good location advantages and industrial advantages.They should enhance the level of scientific and technological innovation to drive economic development,attach importance to the innovation of production,education and research,and give play to the leading role of science and technology in economic and social development.The Changsha-Zhuzhou-Xiangtan urban agglomeration has great potential for development and faces many challenges.This paper evaluates and analyzes the collaborative innovation of industry,academia and research in the Changsha-Zhuzhou-Xiangtan urban agglomeration,and explores the status and situation of the collaborative innovation of the industry,academia and research in the Changsha-Zhuzhou-Xiangtan urban agglomeration.To explore the influencing factors of the collaborative innovation of industry,academia and research in Changsha,Zhuzhou and Xiangtan urban agglomerationsFirstly,based on the current situation of China's actual national conditions,this paper establishes an evaluation index system for the synergy innovation efficiency of industry,university and research institutes in Changsha,Zhuzhou and Xiangtan based on the synthesis and refinement of representative theories and viewpoints of scholars at home and abroad.Taking this as a theoretical framework,the DEA method is determined as the evaluation model of the innovation efficiency of this paper,and the gray correlation analysis method is the research method of the factors affecting the innovation efficiency.Next,This paper searches the panel data of Hunan Statistical Yearbook,Hunan Science and Technology Statistical Yearbook and China Economic Net Statistical Database from 2006 to 2017 were collected to investigate the collaborative innovation efficiency of industry,academia and research in Changsha,Zhuzhou and Xiangtan.research shows:(1)The average efficiency of production,research and research synergy of Changsha,Zhuzhou and Xiangtan urban agglomeration is 0.979,the overall level is high,and it is in a rising trend.(2)In terms of influencing factors,the panel data of the corresponding time in this paper can be seen through the gray correlation analysis.The order of influence of each factor on innovation efficiency is as follows: the proportion of industrial production,the proportion of local education fiscal expenditure,and the regional employees.The gray correlations of annual average wage,per capita GDP,total import and export value,scientific research and technical service personnel accounted for 0.96012,0.94848,0.86694,0.83756,0.72491,and 0.60248,respectively.Finally,based on the empirical conclusions,the policy recommendations for the collaborative innovation of industry,academia and industry in the Changsha-Zhuzhou-Xiangtan urban agglomeration are proposed from the aspects of human resources investment,financial resources investment,intermediary organization construction and other external environments.
