Research On The Opening Path Of China’s Mainland Telecom Service Industry Under The Benchmark CPTPP Rules

Countries in world has bonded up with each other and numbers of regional economic and trade organizations has arisen with the rapid development of economic globalization and the world multipolarization,which expend the cooperation of telecommunication industry for all over the world.Opening up is the irreversiable trend in this time and all countries are serching a better trail of opening up for their service of telecommunication industry.As one of the significant regional economic and trade organization around the world,the regulation and frame of CPTPP are including Telecommunication,Economic trade commerce,Cross-country service trade,Finance service,Trade remedy and so many areas.At the same time,there are some differences about telecommunication regulation among countries because the reason that their geographical positions are crossing around the world three economic circle,and they need a high standerd industry regulation to ensure the effective programing of market.So with the deeper level of Chinese application for CPTPP,our service of telecommunication industry stander also should match up with CPTPP and become increasing gradually.In the twenty years of joining in WTO,China are fulfilling the commitments for expand the standerd of opening up of service of telecommunication industry.Besides,continually appearing some telecommunication joint venture interiorly,and domestic telecommunication enterprises has become direct investment outside.Nowadays,our country has become pushing some high value-added telecommunication services up to the international market like 5G and Cloud computing.We have gained the significant achievement in the twenty years of open up to outside.But because the influence about our telecommunication market tradition,condition of legislation and the comprehensive strength,our degree of opening up about service of telecommunication industry are still have the gap with others CPTPP’s membership.So how to build up an industry regulation to become a higher standerd and higher qualitys’ opening up as the level of CPTPP is the main theme of this thesis.This paper will set the regulation about CPTPPs’ thirteenth chapterTelecommunication as the important point to begin to study,to analyse the same and differences between GATS(The General Agreement on Trade in Services)and RCEP(Regional Comprehensive Economic Partnership)in telecommunication regulation,and the disparity of Chinese service of telecommunication industry with it.It will through Literature analysis and Comparative analysis methods to carry out the study about this thesis.Insides,the author will study the substances about CPTPP,GATS,RCEP and Chinese development statues about service of telecommunication industry through literature analysis,and utilize the method of comparative analysis to dig the differences in telecommunication regulations contents between CPTPP with GATS and RCEP,to analyse the progressiveness of CPTPP with that two,and discuss the innovative thought about this industry to get further opening up to the whole world.In addition,this paper has given some innovative thought about push our telecommunication gain the further opening up through three angles—improve domestic telecommunication infrastructure,reformation about the legislation system and strength the effect of Pilot Free Trade Zone and Chinese international Import Expo to growing and amplifying our standerd and grade about opening up of industry of telecommunication service,which can offer thoughts about this trade to expand open the door to outside in certain extent and can help our industry of telecommunication match with CPTPP telecommunication regulation and give it the market prospect with higher standerd and higher quality.
