With the proposal of China’s goals of "carbon peak" and "carbon neutralization",largescale development of new energy is connected to the grid.In the context of energy and power transformation,while ensuring safe and stable power supply,power grid enterprises have brought extensive benefits to the whole society by supporting the development of new energy,promoting energy conservation and emission reduction,helping economic and social development and other measures.From the perspective of project management,this paper makes a quantitative study on the social benefits of power grid investment projects under the new situation.The investment,construction and operation of engineering projects have positive and negative externalities to the society.Positive externalities produce social benefits and negative externalities produce social costs.The difference between the two is social benefits.Firstly,this paper sorts out the social responsibility reports issued by power grid enterprises,and analyzes the outstanding contributions made by power grid enterprises in economic and social development,low-carbon energy transformation and power supply.Then,the power grid engineering projects are classified under the background of the situation that the new power system bears the dual carbon goal,and the projects are divided into new energy grid connection,transmission channel,electric energy substitution,power supply security,energy storage regulation and intelligent transformation.Then,based on the positive externalities brought by power grid investment to the society,considering the reliability benefits,energy conservation and emission reduction benefits,economic benefits,employment promotion benefits,energy security benefits,photovoltaic poverty alleviation benefits,power enabling benefits and transfer payment benefits of power grid investment,the quantitative model of social benefits of power grid investment is constructed.For the social benefits generated by the joint action of power grid investment and other investments,the contribution coefficient is introduced through the proportion of power grid investment cost to calculate the social benefits attributable to power grid investment.Finally,according to the quantitative model of social benefits of power grid investment,the social benefits of urban power grid projects and photovoltaic poverty alleviation supporting projects are calculated and analyzed respectively,and the sensitivity analysis of the empirical results is carried out to verify the feasibility of the model and provide a basis for power grid investment decision-making.The starting point of this paper is to pay more attention to social benefits in the feasibility study and technical and economic analysis of engineering projects.The quantitative study of social benefits aims to hope that the feasibility study of power engineering will promote the social benefit demonstration to the same position as the economic benefit demonstration,and supplement the social benefit return on the basis of the economic benefit return.This can not only reflect the contribution of power grid enterprises to the society,but also better guide the power grid investment decision-making with quantitative social benefit indicators.In order to guide power grid enterprises to more actively fulfill their social responsibilities,a flexible adjustment mechanism should be established in the transmission and distribution electricity price.For investment projects with greater social benefits,the allowable rate of return of such projects can be improved,so as to encourage the power grid to pay more attention to social benefits. |
