Research On The Impact Of Establishment Of New State-Level Districts On The Export Technology Complexity

Export as one of the engines of economic growth which plays an important role in China’s economic development,export technology complexity is an important indicator to measure a country’s export trade level,export trade transformation and upgrading is an effective way for China’s high-quality export development.The establishment of national-level new zones has promoted the degree of regional opening up to the outside world,accelerated the speed of regional industrial development,and optimized the structure of export products.However,China has a vast territory,and the goals,methods and methods of establishing new national-level zones are different,and the impact on the development of regional export industries is also different.Under this premise,studying the impact and heterogeneity of national-level new zones on the level of regional export technology complexity can provide theoretical guidance and experience support for the establishment of new areas,and promote regional industrial development to achieve foreign trade transformation and upgrading.Accordingly,this paper first analyzes the ways and means of the establishment of national new zones to affect the technical complexity of regional exports based on the resource allocation theory proposed by Adam Smith,Weber’s industrial agglomeration theory and Cook’s regional innovation theory,and optimizes the three mechanisms of government regulation and play a decisive role in the market in the process of establishing new areas in China,including policy power mechanism,OFDI reverse technology export mechanism and FDI technology spillover mechanism.Secondly,three theoretical hypotheses are put forward on the impact of the establishment of new zones on regional export technology complexity,namely hypothesis that the establishment of new zones in hypothesis 1 has a significant role in promoting export technology complexity,hypothesis that there is regional heterogeneity in the promotion of export technology complexity in the establishment of national new zones,and hypothesis that there is heterogeneity in the type of new area in the promotion of export technology complexity in the establishment of national new zones in 3,and the provincial panel data of 2010～2019 is used to construct a double differential model for empirical analysis,and the following conclusions are drawn.First,the establishment of new national-level zones has a significant role in promoting the complexity of export technology,and secondly,there is regional heterogeneity in the promotion effect,and the impact of the eastern region and the western region is more significant than that in the central region,and the establishment of new areas in non-directly governed municipalities has a significant positive impact on the regional export technology complexity,while the establishment of new zones in municipalities directly under the central government has no significant impact on the complexity of export technology,and the third promotion effect has heterogeneity of new area types.Both the single-city pattern and the new areas of the twin-city pattern have improved the technical complexity of export,and the improvement effect of the twin-city pattern is more obvious.Finally,based on the results of empirical and theoretical analysis,the following policy suggestions are put forward,that is,more policy support should be given to the new district,and the new area in the central region and northeast region should increase policy support and implement the strategy of scientific and technological innovation.Combined with the above theoretical research and empirical analysis,the following conclusions can be drawn: the establishment of new areas has a significant positive promotion effect on the export technology complexity level of the city or region where it is located;The establishment of new districts has regional differences in the impact of export technology complexity on the city or region where it is located;There are differences in the type of new districts in the impact of the establishment of new districts on the export technology complexity of the city or region where they are located;To this end,more policy support needs to be given to the new district,and the establishment of new districts in the central and northeastern regions should be strengthened to give the new district government more resource allocation capabilities.
