The Influence Of The Integration Of Rural Three Industries On The Value Chain Of Agricultural Industry

"Emphasizing agriculture and strengthening the foundation is the foundation of security for the people and the key to governing the country".In the context of the new era,China attaches great importance to the maintenance of agriculture,and the No.1 document of the Central Government for the past 20 consecutive years has made clear statements on emphasising agriculture and strengthening it."The development of agriculture touches the hearts of 498 million rural working people.The report of the 20 th Party Congress has brought agricultural strengthening to an unprecedented height,proposing new guidelines for the construction of a new countryside in China,while also proposing the goal of "promoting China’s industries to the middle and high end of the global value chain and achieving continuous upgrading of the industrial structure".The basis for the implementation of the rural revitalization strategy is the prosperity of industries,and the promotion of the integrated development of one,two,three industries in rural areas is an important direction of industrial prosperity,and the development of industrial integration will inevitably lead to changes in industrial structure.In this context,the study of the relationship between the integration of rural one,two and three industries on the value chain division of labour position in the agricultural industry can provide important reference and reference for promoting the transformation and upgrading of China’s rural economy and accelerating the implementation of the rural revitalization strategy.Firstly,using the panel data of 31 provinces and cities in China from 2012 to 2017,starting from two dimensions of agricultural industry chain length extension and horizontal expansion,4 primary indicators and 14 secondary indicators were selected to construct an evaluation index system for the development of the integration of the three rural industries in China,and the level of integration of the three rural industries was evaluated by using the entropy weight method and the coupled coordination method in combination with each other;secondly,the CEADs multi-regional input-output model constructed by the database,decompose the value added,introduce the agricultural value added coefficient matrix and measure the position of the agricultural value chain in 31 provinces in 2012,2015 and 2017;finally,adopt the quantile regression model to analyze the impact of the integration of rural three industries on the value chain of the agricultural industry.The main research findings are summarised as follows: from2012 to 2017,the level of integration of the three rural industries in China’s provinces and municipalities was gradually increasing,and overall,the coupling coordination degree of integration of the three rural industries remained between 0.4 and 0.8.The number of provinces and municipalities with a coupling coordination degree of good coordination of integration of the three rural industries in China’s 31 provinces and municipalities increased incrementally from 8 to 23 from 2012 to 2017,but the overall observation of the level of integration of the three rural industries in China.From 2012 to 2017,it was still at the primary stage of integration.At the level of agricultural value chain,from 2012 to 2017,the ratio of forward and backward participation gradually approached 1:1,which reflects the increasing proportion of forward participation in each province,indicating that the overall position of China’s agricultural value chain is slowly moving upstream.Using GIS technology to visualise the spatial distribution of agricultural value chain positions at the provincial level,the distribution of agricultural value chains at the provincial level in 2012 was dominated by a trend of high in the east and low in the west.After the integration of the three rural industries was proposed in 2015,economically developed provinces invested in agriculture with the huge amount of economy they carried,with high technology industries driving agricultural processing industries,with convenient transportation driving agricultural products logistics industry,and agricultural leisure services driven by distinctive rural tourism,resulting in the level of the region’s agricultural value chain climbing from 2015 to 2017.The impact of the integration of the three rural industries on the value chain of the agricultural industry was analysed using a quantile regression model in the empirical analysis,and the results showed that the degree of integration of the three rural industries has a positive positive effect on the value chain of the agricultural industry,and there is a certain positive impact of the integration of the three rural industries in the agricultural production link,the agricultural product processing link and the agricultural product distribution link through the performance of the control variables.Based on the empirical results,and taking into account the current situation of China’s agricultural development,the five policy recommendations are to improve the level of agricultural financial services,enhance the content of agricultural science and technology,support the development of rural production services,strengthen the construction of infrastructure for agricultural products,and promote sustainable agricultural development from two perspectives: improving the strength of the value chain and extending the length of the value chain.
