Research On Influencing Factors Of PPP Landing In Transportation

Applying the PPP mode has promoted infrastructure construction in the transportation field and simultaneously helped social and economic development.However,the landing situation of PPP projects in the transportation field shows significant differences in different areas of China,the PPP mode is not easy to developed in the less developed areas.Thus,focusing on the problem of PPP projects landing and reasonably planning the time of PPP projects landing is essential for successfully Implementing PPP projects.Firstly,summarizes the research on PPP mode,and reviews the influencing factors of PPP project landing as a literature review.Secondly,introduces the theories of the research content of this paper.Then,sorts out the policies related to PPP mode in the transportation field,analyzes the PPP project landing in the transportation field,and explores the differences in project landing time based on different areas and project characteristics.Finally,based on the project data in the PPP project management database,apply the Hierarchical Linear Model to analyze the factors influencing the landing time of PPP projects in the transportation field,and use the random forest algorithm to rank the importance of the influencing factors.Based on this,propose corresponding optimization suggestions.In contrast to the previous analysis using traditional models,this paper applies the Hierarchical Linear Model to divide the influencing factors of PPP project landing time in the transportation field into project level and regional level to explore their influence on project landing time,focusing on the influence of regional level factors on project landing time and the moderating effect of regional level factors on project level factors.This paper finds that the PPP project characteristic factors significantly impact project landing time,and there are noticeable regional differences.Combined with the current policy of PPP mode,this paper proposes corresponding suggestions as below: Insist on promoting the PPP mode and select PPP projects rationally;Increase policy and financial support for urbanization;Promote financial services to stimulate the vitality of the financial market;Learn from the excellent project to improve the organizational and project management capabilities;Pay attention to the influence of project characteristics and scientifically promote project landing;Improve the management system and operation mechanism to ensure the stable and healthy development of the PPP mode.
