With the rapid development of China’s economy, digital economy has become an important part of China’s social economy. The digital economy industry is spreading outwards and integrating with traditional industries, affecting many aspects of society and gradually becoming an important development direction of the world economy. At the same time,as one of the core issues that China has been concerned about for a long time, how to fully realize technological progress 、maximize the benefits brought by technological innovation, and form the power of technological economic development has become the focus of academic attention. With the development and perfection of the theory of technological progress bias, the direction of technological progress has gradually become a new direction of related research. Therefore, under the trend of China’s vigorous development of digital economy,it is necessary to further explore the influence of digital economy growth on the bias of China’s technological progress, and pay attention to the role of international trade, foreign direct investment and other factors.First, the inter-provincial data of 27 provinces in China from 2011 to 2019,excluding Xizang,Hainan,Chongqing,Ningxia,Hong Kong,Macao and Taiwan, were selected to estimate the elasticity of substitution based on the invariant elasticity of substitution production function(CES).The technological progress bias index of 27 provinces in China during 2012-2019 was further calculated.Based on the calculation results,it is found that the technological progress bias of Chinese provinces presents the overall characteristics of transition from labor-oriented technological progress in the west to capital-oriented technological progress in the east to a certain extent. At the same time,in terms of a single province, due to the differences in economy, policy, environment and other factors in different years, the technological progress bias of a single province also varies in different years,or even fluctuates back and forth.Secondly, based on the calculated data,it further explores the relationship between the development of digital economy and the bias of technological progress.Based on the panel regression model,it is found that the improvement of the level of China’s digital economy will promote the reduction of the bias index of technological progress, that is,the development of digital economy is conducive to improving the efficiency of labor factors. The wide application of digital economy promotes the technological progress rate of labor factors to be higher than that of capital factors, resulting in the technological progress to be biased toward labor factors. Then, the regression model is tested by tail reduction treatment, variable replacement, elimination of municipalities directly under the central government, and one-stage lag treatment, and the conclusion is robust, and the negative correlation is more significant when the one-stage lag.In order to further explore the specific influencing mechanism, international trade and foreign direct investment are included to test the intermediary mechanism. The research finds that the development of digital economy significantly promotes the generation of international trade, and the conduct of international trade promotes the capital-biased technological progress. The analysis believes that it is from the technology spillover effect brought by trade. The factors of foreign direct investment do not establish a relationship between the development of digital economy and the bias of technological progress. Finally,on the basis of summarizing the conclusions, based on relevant research conclusions and combining with China’s social and economic development goals, this paper puts forward policy suggestions on relevant issues, hoping to provide certain references for China’s digital economy development and technological progress.
