| If the nation wants to rejuvenate,the countryside must be revitalized,and the modernization of the country cannot be separated from the modernization of agriculture and rural areas.As an important entry point for rural development and agricultural modernization,local characteristic agricultural products face unavoidable market risks in actual operation,and based on the importance of developing local characteristic agricultural products,risk management is also crucial.As an effective tool for price risk management,"insurance + futures" has been mentioned in the Central No.1 Document for many years since 2016,and the Central No.1 Document in 2022 emphasizes the importance of this model in the work of "three rural areas".The support of national policies makes it necessary to use the "insurance + futures" model to serve the development of local characteristic agricultural products.In this context,this paper studies the actual effects and shortcomings of the "insurance + futures" model of red jujube in Makati County,Xinjiang for three consecutive years from 2020 to 2022,based on the pilot cases of the "insurance + futures" model of red jujube in Xinjiang from 2020 to 2022.Firstly,the background of the case is introduced through case analysis,the risk management effect is compared and studied,and the benefits of each participant in the project are analyzed and summarized,and finally the advantages and disadvantages of the project are obtained.After that,through the interview survey method,the farmers of the county and the staff of the county Ministry of Agriculture and Rural Affairs were interviewed,and the actual operation of the project was investigated from the current situation of red jujube cultivation in the county from the perspective of the farmers,and finally the results and dilemmas of the project were summarized,and three policy suggestions were given based on this.As one of the main producing areas of red dates,its red jujube production accounts for 20% of the national output,and "Megati Jujube" is also a brand that the county is focusing on,and in 2022,the county has just completed the pilot work of "insurance + futures" for three consecutive years,so the selection of the county case to analyze the effect of "insurance + futures" to serve the development of local characteristic agricultural products is more representative,and is conducive to the large-scale promotion of the model in the main production areas of red dates in southern Xinjiang after optimization.In addition,this paper chooses to evaluate the actual operation of the model from the perspective of farmers through the interview survey method,which supplements the evaluation perspective and practical significance of the operation of the model,so that the "insurance + futures" model can better contribute to rural revitalization and agricultural and rural modernization. |
