Housing problem has existed since the emergence of mankind.As a major livelihood topic,it has been a hot topic of concern for many scholars and people.Since reform and opening-up,our country has made clear the development strategy with economic construction as the center,the level of national income has gradually improved,and the country has become rich.During this period,the housing construction has developed continuously,and the per capita housing area in cities and towns has significantly increased,and the rapid development of productivity has greatly promoted the improvement of housing conditions.However,even if we change the situation of housing shortage in the total amount,the housing situation of different groups and different regions still varies greatly,and the problem of housing inequality is more prominent.To this end,a series of policies have been introduced,among which the pilot property tax reform policies in Shanghai and Chongqing in 2011 have attracted wide attention from all walks of life.In addition,ensuring that everyone has a place to live and that everyone has access to adequate housing is an important link in achieving the ultimate goal of common prosperity for all.Therefore,it is necessary to study the impact of the2011 property tax reform on housing inequality in this context.The research content of this paper is divided into the following five parts:First,the research focus,research scope and research methods of real estate tax and housing inequality are sorted out.After reviewing the literature,the entry point of this paper is defined.Second,it expounds the policy background of the property tax reform and the concept of housing inequality,and analyzes the mechanism of the property tax reform affecting housing inequality according to the theory of asset price model,supply and demand relationship and income effect.Third,it explains the basis of using CFPS database,describes the process of data collation and illustrates the idea of using Gini coefficient to calculate inequality index.Fourthly,50 communities in the two pilot areas of Shanghai and Chongqing were taken as the experimental group,and 246 communities in other non-pilot areas were taken as the control group.The data of CFPS2010 and 2012 were used for empirical analysis with the differential model to test whether the property tax reform had a significant impact on housing inequality.The results of baseline regression were supplemented by various robustness tests and timeliness tests after adding 2014,2016 and 20183 data.Finally,the mechanism is tested.Fifth,summarize the research results and put forward policy recommendations.The main conclusion of this study is that the real estate tax reform does have the effect of alleviating housing inequality,and it shows a trend of increasing in a certain period of time,and this effect is mainly generated through the real estate tax reform exerting the inhibiting effect on investment demand.Based on the above conclusions,this paper puts forward the following policy suggestions: first,improve the current property tax reform pilot policy elements;The second is to consolidate the role of property tax in stabilizing housing prices;The third is to increase the property tax publicity.On the whole,the main contribution of this paper is as follows: Based on the CFPS survey data,the empirical analysis builds a variety of inequality indicators at the community and district and county levels,which can deepen the understanding of housing inequality at the macro level,and then fill in the blank of research on the impact of property tax reform on housing inequality.
