Research On The Effectiveness Of Support Policies For Farmers And Herdsmen Professional Cooperatives In Shannan City

As a large agricultural country,the “three rural issues” have always been a core issue in the development process of China and have received great attention from the state.The establishment of professional farmers’ cooperatives has increased the degree of organisation of farmers in the market and made up for the shortcomings of the family business system,building an important platform for rural construction,agricultural income growth and the enrichment of farmers,thus contributing to the promotion of rural economic development and effectively solving the “three rural issues”.The establishment of professional farmers’ co-operatives has increased the degree of organisation of farmers in the market and made up for the shortcomings of the family business system.In recent years,the professional cooperatives of farmers and herdsmen in Shannan City have developed vigorously from scratch,showing a good trend of accelerating development in general,and have driven local farmers and herdsmen to increase their income,raising the average income and status of farmers and herdsmen,laying a solid foundation for the development of rural economy in Shannan City.Supporting policies are the main driving force,thrust and key to the development of farmers’ cooperatives,so what exactly is the role of this driving force,thrust and key needs to be studied and summarised by all parties.This paper examines government policy support in the development of professional cooperatives for farmers and herdsmen,using Shannan City as a sample.Firstly,on the basis of reading the literature and finding information,the theoretical findings at this stage are summarised and public policy theory and policy evaluation theory and partnership theory are used to lay the foundation for the research that follows;Secondly,we analyse the regional situation of Shannan City and analyse the implementation of Shannan City’s support policies for farmers’ and herdsmen’s professional cooperatives in terms of financial and tax incentives,tax incentives,model societies’ incentives,land support and talent training,and grasp their numbers and organisational forms.It reveals the main problems in their development and their causes,and then identifies the small scale of cooperatives in Shannan City,the shortage of capital,the single marketing channel for agricultural products,the lack of financial and fiscal support,and the lack of agricultural technicians,and analyses their causes;Once again,according to the principles of index system design,the index system of Shannan City’s support policies for professional cooperatives of farmers and herdsmen was constructed,and the weights of the index system were determined through the hierarchical analysis method,combined with the results of the questionnaire survey,and fuzzy comprehensive evaluation was applied to evaluate and analyze the support policies of Shannan City government for cooperatives,so that the following conclusions were drawn:(1)the effectiveness of the fiscal and financial policies was evaluated as “average”;(2)the effectiveness of the tax incentive policies was evaluated as “great”;(3)the effectiveness of the model society incentive policies was evaluated as “average”;(4)the effectiveness of the land support policies was evaluated as “not great”;and(5)the effectiveness of the human resources training policies was evaluated as “great”.Finally,an evaluation and analysis based on the problems in the development of professional cooperatives for farmers and herdsmen in Shannan and the empirical results in the previous section,leading to corresponding countermeasure suggestions:(1)strengthen the management of cooperatives;(2)strengthen policy publicity;(3)increase financial and fiscal support;(4)strengthen the leadership of model societies;(5)strengthen the targeting of talent training;(6)accelerate the certification of quality and safety of agricultural and livestock products,to provide a reference for the development of professional cooperatives of farmers and herdsmen in Shannan in order to promote the long-term healthy development of professional cooperatives of farmers and herdsmen in Shannan.
