| Innovation-driven development is the key to building innovative cities and enhancing regional competitiveness.As a key evaluation index of innovation ability,innovation performance is the core embodiment of economic growth potential.Digital economy has become an important direction of China’s economic development since it was first mentioned in the Government Work Report in 2017.In the 20 th report,digital economy was elevated as a national strategy,focusing on improving the quality of digital economy innovation and studying its impact on innovation performance.Based on the review of domestic and foreign research results on digital economy and regional innovation performance,this paper focuses on what is regional innovation performance and the mechanism of digital economy affecting regional innovation performance in detail.The paper analyzes the positive effect of digital economy on regional innovation performance,the mediating effect of human capital and R&D investment on digital economy and innovation output,and the nonlinear effect of digital economy development on the increasing marginal effect of innovation output.The index system of digital economy development,innovation output and innovation efficiency at the provincial level was established.Entropy method and network SBM model were used to calculate the comprehensive evaluation value.With the panel data of 30 provinces and cities in China from 2011 to 2021,the influence of digital economy development on regional innovation performance was empirically tested through fixed effect model,intermediary model and threshold effect model.The results show that: first,in terms of innovation performance,innovation output level and innovation efficiency show a good development trend in the past ten years.From the perspective of innovation efficiency,the total innovation efficiency and innovation transformation efficiency show an increasing trend from 2011 to 2021,and hit a record high in 2021.The technological efficiency of innovation research and development remained basically at the same level during 2011-2015,and the efficiency increased year by year during 2015-2021;However,all kinds of efficiency levels are generally low,and there is a mismatch between the two stages of efficiency changes,and the efficiency of innovation transformation is always higher than that of research and development technology.Second,the development of digital economy has a significant positive impact on innovation output,and its impact on the level of innovation output presents a nonlinear "marginal effect" of increasing characteristics.When the development level of digital economy crosses a certain threshold value,its promoting effect on output is more obvious.In the intermediary mechanism analysis of the influence of digital economy on innovation output,human capital and R&D capital input are taken as the intermediary variables respectively,which proves that digital economy can indirectly affect innovation output through human capital and R&D capital input.Third,the digital economy has a significant positive correlation with the overall efficiency of innovation,indicating that the improvement of digital economy can promote the improvement of innovation efficiency,and the impact of the development of digital economy on the efficiency of innovation research and development is stronger than the efficiency of innovation transformation.In addition,the improvement of transportation infrastructure construction,economic development level and opening to the outside world all have a positive impact on the output and efficiency of innovation.Fourthly,by region,the impact of digital economy development on innovation performance in the east,central and western regions has obvious regional heterogeneity,promoting both innovation output and total innovation efficiency.The impact on innovation output in the east and central regions also passes the threshold effect test,and there is a single threshold value.In terms of innovation efficiency,digital economy has no significant impact on innovation transformation efficiency in western China.Finally,the paper puts forward some suggestions on how to improve regional innovation performance through digital economy.The innovation of this paper is reflected in the analysis of the impact of digital economy on regional innovation performance from two aspects of innovation output and innovation efficiency.The innovation efficiency is further divided into two stages of innovation technology efficiency and innovation transformation efficiency to study the impact of digital economy on regional innovation performance.In order to make up for the shortcoming that the SBM model can only analyze the cross section data of decisionmaking units without considering the time factor,the network SBM model and DEA window analysis method are combined to measure the change trend of innovation efficiency of each decision-making unit in time series and solve the problem of insufficient number of decision-making units. |
