In 2015,in order to address the difficulties and high costs of financing in the agriculture,rural areas,and farmers(referred to as "San Nong")sector,China began to explore the establishment of policy-oriented agricultural credit guarantee institutions.After many years of exploration,China has initially established a policy-oriented agricultural credit guarantee system covering the entire country.However,with the advent of the digital and information age,the implementation of digital transformation strategy has become an inevitable choice for policy-oriented agricultural credit guarantee institutions to break through business bottlenecks,improve risk control capabilities,and innovate business models.A provincial-level policyoriented agricultural credit guarantee institution in eastern China(referred to as the "provincial guarantee institution")seized the opportunity of digital transformation strategy and actively carried out digital transformation,and has initially achieved some results.However,as digital transformation continues to deepen,some problems in the digital transformation of the provincial guarantee institution have gradually emerged,affecting the sustainability of its digital transformation strategy.This article takes a provincial guarantee institution as the research object and focuses on its digital transformation strategy,elaborating on the rationale behind this strategy.The article is divided into the following parts: Chapter One: Introduction,which outlines the background and significance of the research,clarifies the research content and methods,presents the research framework,and defines the concepts of rural finance,agricultural guarantee,and digitalization.The chapter also identifies potential innovation and feasibility of the research.Chapter Two: Literature review and theoretical basis,which reviews domestic and foreign literature and introduces relevant theories.Chapter Three: Introduces the development of the national agricultural credit guarantee system,including its establishment background,organizational structure,and business situation.The chapter also discusses the necessity of the digital transformation of agricultural credit guarantee business,including the era background and policy support.Chapter Four: Discusses the current status of the digital transformation of the provincial guarantee institution,including the company situation,business development,and specific digital transformation strategies.Chapter Five: Constructs a SWOT-AHP model,firstly analyzing the internal and external environment of the provincial guarantee institution’s digital transformation through SWOT,and then introducing the Analytic Hierarchy Process(AHP)to determine the appropriate strategies for the institution’s digital transformation through constructing an indicator system.Chapter Six: Discusses the problems encountered during the digital transformation process of the provincial guarantee institution and proposes corresponding improvement suggestions.The purpose of this article is to provide a theoretical basis for the subsequent digital transformation of the provincial guarantee institution by discussing its digital transformation strategy.It is also hoped that this article can provide assistance for the digital transformation of other provincial agricultural credit guarantee institutions. |
