Study On Risk Control Mechanism Of Policy-Based Agricultural Credit Guarantee System In Hubei Province

With the rapid development of modern agricultural economy,the demand for rural finance is gradually increasing.Agricultural production and operation subjects lack economic strength and there is no appropriate collateral for mortgage,resulting in difficult and expensive financing.Agricultural production lacks physical financial support and faces great agricultural risks.It restricts the sustainable development of modern agriculture under the rural revitalization strategy.For this country established a nationwide policy-related agricultural credit guarantee system(hereinafter referred to as the "policy-related agricultural responsibility system"),has not only provided a guarantee for the new type of agricultural management main body,at the same time also to share the risk of Banks and other financial institutions,effectively alleviate the agriculture "financing difficult,financing expensive" problem,but the policy system of farmers bear itself in the process of running also faces enormous risks,Therefore,it is of great theoretical and practical significance to improve the risk management of China’s policy-based agricultural credit guarantee system.Hubei Policy-based agricultural credit guarantee system(hereinafter referred to as "Hubei Policy-based Agricultural credit Guarantee System")is an important part of the national policy-based agricultural credit guarantee system.This paper takes Hubei Policy-based agricultural credit Guarantee system as an example and the risk control mechanism of Hubei Agricultural Credit Company as the research object,and conducts research from the following six aspects: The first part is theoretical research,the system analysis of the policy system of agricultural risk control mechanism of Hubei province the research background,purpose,significance,basic concept definition,and based on the existing related literature research,explore the policy system of agricultural risk control mechanism theory origin,build the theoretical framework of the prevention and control mechanism,as the theory basis of this article;The second part is the analysis of the situation,mainly from the risk control mechanism of the construction of the main body(including the government,guarantee agencies,financial institutions,new agricultural management main body),risk control mechanism,management model,risk control,risk control,supervision mechanism of the punishment mechanism and so on comprehensive analysis of Hubei province of the construction of the policy system of agricultural risk control mechanism;The third part is empirical research,mainly based on statistics and survey data,select the evaluation index system,construct the risk control mechanism evaluation model of policy-based agricultural credit system,and evaluate the operation effect of policy-based agricultural credit system risk control mechanism in Hubei Province.The fourth part is the problem analysis,mainly based on the current situation analysis and empirical evaluation conclusions,from the risk prevention and control concept,risk prevention and control system construction,risk prevention and control index system setting,risk prevention and control system construction,risk prevention and control methods and other five aspects of the system systematically analyzed the main problems existing in Hubei province’s policy-based agricultural support system;The fifth part is a comparative study,mainly selects the general situation of the risk control mechanism of the policy-based agricultural credit system in Shandong,Sichuan,Heilongjiang and so on for comparative analysis,as the experience of improving the risk control mechanism of the policy-based agricultural credit system in Hubei Province.The sixth divided into countermeasure research,through the empirical study and comparative study,based on the policy system of agricultural risk control mechanism in Hubei province of the main problems and root cause analysis,from the concept of risk control,risk control system and index system of risk control,risk control system,risk prevention and control technology and so on five aspects put forward the optimization policy system of agricultural risk control mechanism in Hubei province of policy recommendations.This study based on the systematic theory framework,a comprehensive evaluation system in Hubei province policy system of agricultural risk prevention and control mechanism,accurately grasp the existence prominent question,the science put forward comprehensive mechanism of risk prevention and control measures,development target system planning for the risk control mechanism,in order to further expand the scale of business risk prevention and control to provide scientific theoretical support,It also provides scientific suggestions for improving the risk management mechanism of policy-based agricultural bear system in Hubei Province,which has very important theoretical and practical significance.
