Study On The Development Problems And Countermeasures Of Farmers’ Professional Cooperatives In Leibo County Under Tural Rejuvenation

The rural revitalization strategy put forward by the 19 th CPC National Congress is the general grasp of the practical work of "agriculture,rural areas and farmers" in the new era.General Secretary Xi Jinping pointed out that it is necessary to strengthen the guidance and support for farmers’ professional cooperatives to develop emerging market players,so that they can become a new driving force for the vigorous development of modern agriculture.As a long-lasting organization,its new production-organization relationship can not only solve agricultural problems and continuously realize the effective integration and allocation of restricted resources in rural society,but also further promote the quickened development of agricultural modernization,which has a exceptionally positive impact on the implementation of the rural revitalization strategy.According to statistics,in 2020,the number of various types of professional cooperatives organized by farmers in my country will reach 192,500,an increase of 12,600 compared with 2019,a year-on-year increase of 7.03%;a year-on-year increase of 4.29%.However,the construction of farmers’ professional cooperatives system in China at this stage still faces some practical difficulties and problems.It is necessary to continuously explore ways to innovate,adjust and improve and optimize the establishment,formation and development of farmers’ professional cooperatives,especially in some underdeveloped inland areas.Especially some underdeveloped inland areas,due to economic conditions,social environment,cultural quality,traffic communication and other restrictions.The competitiveness of farmers’ professional cooperatives is so weak,the lack of capital and personnel training has affected the establishment,formation and development of farmers’ professional cooperatives.This paper takes Leibo County,a state-level deeply alleviate poverty county that is designated by the Central,Provincial and State Disciplinary Commission as an example.Through the method of literature,case analysis and interview,the current situation of the representative farmers’ cooperatives in the navel orange and goat pillar industries is investigated.According to the theory of multi-center governance and collective action,the problems existing in the development of cooperatives are analyzed.It was found that there are problems such as lack of standardized management,lack of development funds,lack of prominent status of farmers,low level of talent skills,and insufficient government support,also,suggestions are put forward to strengthen the standardized management of cooperatives,expand financing channels,adhere to the main role of farmers,pay attention to personnel training,and increase government support.Also to give a few references for encourage consolidating the effectiveness of poverty alleviation and realizing rural revitalization and development,the problems present in the development of the farmers’ professional cooperatives in Leibo County have common characteristics,it is hoped that in the context of rural revitalization,this paper proposes solutions and solutions to the common issues existing within the development of farmers’ professional cooperatives in Leibo County and indeed within the central and western regions.
